    Classification Description Summary

    Under direction, supervises, assigns, reviews, and participates in the work of staff responsible for performing a variety of non-sworn law enforcement duties including taking crime reports, interviewing witnesses and victims, conducting crime scene investigations, responding to routine burglaries and traffic accidents, and other technical and administrative duties in support of assigned area; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

    Essential Functions

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for performing a variety of non-sworn law enforcement duties including taking crime reports, interviewing witnesses and victims, conducting crime scene investigations, responding to routine burglaries and traffic accidents, and other technical and administrative duties in support of assigned area.

    Establish schedules and methods for providing various non-sworn law enforcement services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

    Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.

    Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

    Participate in the preparation and administration of the assigned program budget; submit budget recommendations; monitor expenditures.

    Determine appropriate placement of radar boards and marked police vehicles for detection of violation of established municipal laws; ensure equipment is returned at the end of the assigned shift.

    Collect, review, and approve reports prepared by personnel assigned to a substation or civilian field position; check reports for accuracy, spelling, composition, grammar, and appropriate classification; sign reports and forward to appropriate personnel for further processing.

    Consult with personnel regarding content and classification of reports submitted; maintain a current copy of Nevada Revised Statutes (NRS) for easy referral; assist personnel in correcting or determining appropriate report classifications.

    Identify suspect vehicles documented in reports; research vehicle license plate and ascertain if it is stolen; attempt to obtain information about the registered owner of the vehicle.

    Operate various law enforcement databases including NCIC, NCJIS and PLIMS; obtain criminal records and other legal information in the performance of assigned duties.

    Maintain, monitor, and assign alternate reporting options including non-English speaking and hearing impaired systems, on-line reporting system, and Reno Direct citizen service requests.

    Collect and compile daily, monthly, and yearly statistical information on work performed by assigned personnel; analyze each employee's performance in the field and calculate time spent responding to calls for service.

    Maintain and monitor contract compliance by tow companies.

    Maintain records concerning operations and programs; prepare reports on operations and activities.

    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of law enforcement; incorporate new developments as appropriate into programs.

    Respond to and resolve difficult and sensitive

    Minimum Qualifications

    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of:

    Operations, services, and activities of a non-sworn law enforcement program.

    Principles of supervision, training, and performance evaluation.

    Methods and techniques of performing non-sworn law enforcement field duties.

    Basic law enforcement theory, principles, and practices and their application to a wide variety of services and programs.

    Modern and complex principles and practices of criminal and statistical report preparation.

    Pertinent federal, state, and local laws, codes, and regulations and department rules, policies, and procedures including applicable regulations and procedures governing the preparation of crime reports.

    Standard law enforcement information, communications, and record keeping terminology.

    Basic interviewing methods and principles.

    Principles and techniques of traffic control.

    Evidence collection methods.

    Safe work methods and safety regulations pertaining to the work including officer safety standards and safe driving principles and practices.

    Principles and techniques of effective public relations.

    Principles of business letter writing and basic report preparation.

    Geography of the City, including the location and layout of streets.

    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheet, and database applications.

    Automated law enforcement information systems and procedures.

    Law enforcement record keeping and records management principles, procedures, techniques, and equipment.

    English usage, spelling, grammar, and punctuation.

    Basic court procedures.

    Occupational hazards and standard safety practices.

    Operational characteristics of light automotive vehicles.

    Basic principles and practices of municipal budget preparation and administration.

    Ability to:

    Coordinate and direct a non-sworn law enforcement program.

    Supervise, organize, and review the work of lower level staff.

    Select, train, and evaluate staff.

    Recommend and implement goals, objectives, policies and procedures for providing non-sworn law enforcement programs.

    Understand the organization, operation, and services of the City, the Police Department, and of outside agencies as necessary to assume assigned responsibilities.

    Understand, interpret, and apply general administrative and departmental policies and procedures as well as pertinent federal, state, and local laws, codes, and regulations.

    Prepare clear, concise, factual, and thorough reports and statements; ensure the accurate and complete preparation of crime reports.

    Collect and compile daily, monthly ,and yearly statistical information on work performed by assigned personnel and prepare clear and concise reports.

    Direct and control traffic during special events or other emergency situations.

    Operate and use modern office equipment including a computer and various software packages.

    Operate specialized automated law enforcement information and communication systems including public safety computer systems to access and maintain data.

    Use and operate assigned tools and equipment including portable radio, camera, and evidence/fingerprint kit.

    Operate assigned vehicle in a safe manner.

    Prepare, maintain, file, and index a variety of reports, records, and other written materials.

    Analyze situations and adopt a course of action.

    Remain calm under emergency situations.

    Research and maintain records, logs, and files.

    Deal tactfully and courteously with the public and law enforcement personnel.

    Respond to requests and inquiries from the general public.

    Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

    Exercise good judgment in maintaining critical and sensitive information, records, and reports.

    Use sound judgment in following and applying appropriate laws, regulations, policies, and procedures.

    Participate in the preparation and administration of assigned budgets.

    Plan and organize work to meet changing priorities and deadlines.

    Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.

    Work cooperatively with other departments, City officials, and outside agencies.

    Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    Equivalent to the completion of the twelfth grade supplemented by specialized training or college level course work in law enforcement, criminal justice, or a related field.

    Experience:

    Five years of customer service/customer contact experience including two years of non-sworn law enforcement or crime scene investigation experience and one year of administrative or lead supervisory responsibility.

    License or Certificate:

    Possession of an appropriate, valid driver's license.

    Possession of, or ability to obtain, valid NCIC certification.

    Physical: Primary functions require sufficient physical ability and mobility to work in a field and office setting; to travel to various locations to respond to non-emergency situations; to walk or sit for prolonged periods of time; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to operate assigned equipment and vehicle; and to verbally communicate to exchange information.
