Classification Description Summary
Under general direction, supervises and coordinates a variety of environmental control programs and operations including water pretreatment, storm water discharge, , and wastewater collection systems; handles all soil, groundwater, and air issues; provides project management/contract administration duties involved in leading and/or supporting City or jointly-owned projects and contracts including developing requests for proposals, bid selection, and securing various permits; coordinates assigned activities with other divisions, outside agencies, and the general public; and provides highly responsible and complex staff assistance to assigned management staff.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Coordinate the organization, staffing, and operational activities for a variety of environmental control programs and operations including water pretreatment, storm water discharge, water conservation, and wastewater collection systems; performs the most technical and complex tasks of the work unit including handling all soil, groundwater, and air issues.
Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures.
Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
Direct, coordinate, and review the work plan for assigned environmental control services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Participate in the selection of environmental control personnel; provide or coordinate staff training; ensure staff is up to date on safety training; work with employees to correct deficiencies; implement discipline and termination procedures.
Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
Administer the City's storm water discharge program and ensure compliance with permit provisions; review plans and attend meetings with other permitted agencies.
Interpret applicable codes, standards, and ordinances regarding water treatment procedures; establish requirements for enforcement.
Provide technical support in resolving a variety of environmental issues involving law suits, illegal disposal practices, economic development, calculation of connection fees, planning, sewer and storm water discharges, groundwater contamination and enforcement of applicable codes.
Initiate investigations of prohibited wastewater and storm water discharge not in compliance with City standards; determine the source and components of wastewater pollution; recommend corrective action.
Monitor the quality and quantity of wastewater in the sewers, storm drains, and other water courses in the City's collection system.
Assign and review plans for appropriate pretreatment requirements that protect the City's sewer and storm drain system.
Provide and supervise a 24-hour, seven day a week on-call spill service for sanitary sewer overflows, materials recovery, oil, and chemical readiness and prevention supporting a variety of outside agencies.
Perform soil sampling per Environmental Protection Agency protocols to facilitate remediation and monitoring.
Oversee hazardous material handling, storage, shipping, recycling, labeling/inventory, written program requirements, pollution prevention, solid waste handling, waste tracking, material safety data sheets, project remediation, and project closure processes for the City.
Respond to inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
Provide staff assistance to assigned management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
Coordinate environmental control activities with those of other divisions and outside agencies and organizations.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of environmental control and code enforcement.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Operational characteristics, services and activities of an environmental control program.
Modern and complex principles and practices of water and wastewater collection and treatment.
Principles and theories of biology, hydrology, hydrogeology and chemistry as applicable to water and wastewater treatment.
Methods and techniques of wastewater quality testing, monitoring and control.
Principles, practices and applications of a water conservation program.
Basic practices of construction and engineering.
Basic principles and practices of project management.
Principles of business letter writing and basic report preparation.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Principles of municipal budget preparation and control.
Principles of supervision, training and performance evaluation.
Pertinent federal, state and local laws, codes and regulations as applicable to assigned environmental control programs.
Ability to:
Coordinate and direct a variety of environmental control programs and operations including water pretreatment, storm water discharge, water conservation, and wastewater collection systems.
Supervise, direct, and coordinate the work of lower level staff.
Select, supervise, train, and evaluate staff.
Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
Participate in the preparation and administration of assigned budgets.
Plan and organize work to meet changing priorities and deadlines.
Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.
Work cooperatively with other departments, City officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
Establish requirements for enforcement of environmental ordinances.
Determine quality and quantity of industrial wastewater discharge.
Ensure adherence to established environmental control laws and ordinances.
Respond to requests and inquiries from the general public.
Interpret and explain City environmental control policies and procedures.
Prepare clear and concise reports.
Write technical and business plans, procedures, and related documents.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in biology, chemistry, environmental studies, or a related field.
Experience:
Five years of responsible environmental control or wastewater treatment experience including one year of administrative and/or lead supervisory experience.
License or Certificate:
Possession of an appropriate, valid driver's license.
Possession of a Certified Environmental Manager issued by the State of Nevada is desirable.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Wastewater treatment plant and field environment; exposure to noise, dust, grease, fumes, gases, potentially hazardous chemicals, electrical energy, and inclement weather conditions; work around water or wastewater; work on slippery surfaces; regularly work near moving mechanical parts; and work around moderately loud noise levels; incumbents may be required to work evenings, nights, and weekends.
Physical: Primary functions require sufficient physical ability and mobility to work in a wastewater treatment plant, in an office and field environment; walk, stand or sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; operate assigned equipment and vehicles; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
