    Description

    The Deputy Director of Public Works will collaborate closely with the Director of Public Works to direct and supervise all activities for the Public Works department, including but not limited to planning, organizing, and controlling all activities, operations, and maintenance of the Town of Oakland's infrastructure, buildings, vehicles, and equipment. They will provide both administrative and hands-on supervisory skills to a direct group of semi-skilled workers, provide professional project management support, coordinate/manage construction activities, and will use considerable independent judgment and initiative under the supervision of the Director of Public Works.

    Essential Responsibilities

    The following responsibilities and duties have been provided as examples of essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change, or rescind work assignments as needed.
    • Assists with planning, developing, prioritizing, directing, and evaluating Public Works functions for the Town, including but not limited to policies and procedures, goals and objectives, and the department budget and expenditures.
    • Administers and reviews departmental budget and exercises control over expenditures; provides input during the annual budget development process.
    • Provides support, direction, and coaching to departmental employees in the areas of hiring, training, disciplinary action, problem resolution, planning, and work resolution. This includes but is not limited to contributing to building a functional and collaborative team; assigning, scheduling, guiding, and monitoring work; enforcing personnel rules and regulations and work conduct; identifying and supporting professional, technical, and administrative development of staff.
    • Assists in the development, implementation, and periodic revision of technical and maintenance manuals, Standard Operating Procedures (SOPs), policies, operating records, and reports.
    • Drafts and submits periodic reports, including those for preparation review and action during Town Commission meetings; coordinates the timely delivery of materials and services with contractors and vendors; and may assist Town Manager with special projects.
    • Develops and maintains constructive relationships with Town officials, residents, property owners, developers, contractors, and the public regarding public works programs and initiatives.
    • Serves in a key role in the response and recovery to natural and non-natural disasters and events; this includes but is not limited to internal coordination, intergovernmental coordination, and Federal Emergency Management Agency (FEMA) coordination of restoration of Town services, debris removal, and contract management.
    • Responds to citizen inquiries, requests, and complaints regarding Town services performed by any Public Works employee in a timely manner.
    • Serves as a liaison with Federal, State, local, and other agencies.
    • Ensures all Public Works operations are performed in a manner that promotes safety, health, and welfare of the public, and comply with established regulations.
    • Participates in professional organizations to maintain knowledge of current issues and events affecting public works.
    Additional Responsibilities
    • This position is responsible for performing general administrative/clerical tasks, including but not limited to answering telephone calls, typing documents, making copies, sending/receiving faxes/scanned documents, filing documentation, or processing incoming/outgoing mail.
    • Aids other employees and departments as needed.

    Position Requirements

    Education | Experience | Licenses | Certification

    Education
    • Bachelor's degree from an accredited institution in civil engineering, construction management, business administration, public administration, or a related field, and
    • Not less than five (5) years' progressively responsible technical experience in public works maintenance operations with two (2) of those in a supervisory capacity.
    OR
    • An equivalent combination of education, training, and/or work experience equal or greater than the requirements listed above as determined by Human Resources.
    • Registration as a Professional Engineer in the State of Florida may substitute for one (1) year of the required experience.
    Licenses | Certification
    • Must possess a valid Florida Driver's License with a clean driving record acceptable by most automobile insurance companies.
    • The following licenses/certifications are desired, but not required:
      • Water Treatment Operator, Level C, by Florida Department of Environmental Protection
      • Wastewater Collection Certification
      • Stormwater, Erosion, and Sedimentation Control Inspector
      • Maintenance of Traffic (MOT)
      • National Incident Management (NIMS) Certified
    Knowledge | Skills | Abilities
    • Demonstrated knowledge of all pertinent federal, state and local laws, regulations, rules, and ordinances, and other regulatory standards applicable to public works operations.
    • Knowledge of the principles, practices, and procedures of public works construction and maintenance; quality/performance measurement; budgeting; fiscal administration; property and inventory control; management; and long-range planning, policies, and procedures.
    • Thorough knowledge of proper operation of streets, water, wastewater, and traffic maintenance tools and equipment; preventive maintenance practices; occupational hazards; and safety practices applicable to public works maintenance operations.
    • Demonstrated computer skills, including proficiency in Office 365 (Word, Excel, Outlook, and PowerPoint), AutoCAD, GIS, and programs used in the administration of public works.
    • Strong analytical, problem solving, attention to detail, and consultancy skills; ability to think critically and creatively to identify, analyze, prevent, and develop solutions to problems.
    • Versatility, flexibility, and willingness to work within constantly changing priorities; ability to work under pressure and tight deadlines in a fast-paced team environment.
    • Exemplary communication skills, both oral and written, with ability to present views in a clear and compelling manner; ability to adapt message/style to fit audience (from hourly employees to management to elected officials).
    • Strong interpersonal skills with the ability to work with all levels of management and employees; ability to gain credibility, provide effective customer service, and foster positive working relationships with internal and external stakeholders.
    • Strong planning and organizational skills, with an ability to outline initiatives and develop priorities in support of that vision.
    • Excellent written and verbal communication skills; ability to communicate concepts to multiple audiences.
    • Ability to collaborate closely and keep running line of communication with other members of Town staff, contractors, vendors, and other stakeholders; demonstrated ability to lead cross-functional projects.
    • Experience in project management (managing projects, defining scope, tracking achievements) and ability to manage multiple priorities and/or projects.
    • Ability to exercise independent judgment and discretion to make non-routine choices within established guidelines, with minimal supervision.
    • Unquestioned integrity and ethics with a confident but well-grounded approach to doing work.
    Physical Requirements
    • Ability to work in an upright position for eight (8) or more hours per day, including standing, walking, and sitting.
    • Frequent mobility is needed.
    • Occasional crouching or crawling, stooping, climbing or balancing, kneeling, bending or twisting of upper body and neck, reaching with hands and arms, tasting or smelling, pushing or pulling, and lifting.
    • Repetitive hand movement of both hands with the ability to make fast, simple, repeated movements of the fingers, hands, and wrists to operate equipment.
    • Close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision required.
    • Occasional lifting, carrying (or otherwise moving) objects, including equipment, office supplies and laptop computer, with a maximum exertion of up to 50 pounds of force.
    • Ability to prepare and analyze written or computer data, access and use a variety of computer software, operate motor vehicles and equipment, and observe general surroundings and activities.
    • Ability to communicate information and ideas so others will understand, with the ability to listen to and understand information and ideas presented through spoken words and sentences.
