SummaryThe primary purpose of this position is to provide administrative management and oversight to programs related to Quality Management.
The incumbent performs administration, human resources management, program analysis, office support, and some budgetary program functions.The incumbent provides tools to assess effectiveness and efficiency of program operations and provides supervisor and higher-level staff with data to resolve problems on administrative activities.
DutiesControlled Substance Inspection Coordinator
Duties include programmatic oversight and leadership for the program, as well as the coordination of monthly inspections, education and training of Controlled Substance Inspectors, submission of monthly summary reports (inclusive of discrepancies and related responses from area supervisors) and quarterly summary reports including problematic identified trends.
These reports are provided to the Medical Center Director through Quality Management.The incumbent must ensure the medical center follows the details outlined in the Controlled Substance Medical Center Policy and VHA Handbook Ensuring the Controlled Substance Inspectors conduct monthly, unannounced controlled substance inspections of Pharmacy vaults, all inpatient units, research, emergency caches and emergency carts where controlled substances are stored.
Complete the control substance drug certification training in TMS prior to participation in the Controlled Substance Inspection Program.Administrative Management
Provides for the overall administrative management for the organization.
This may include interpreting administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues.
Applies new policies, provides advice on requirements maintain administrative systems and prepares administrative paperwork.Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
Contacts the originating office to recommend changes, etc. before documents are forwarded to higher levels. Prepares reports with findings and recommendations based on management and administrative considerations. Completes labor mapping and certification needs in support of managerial cost accounting and decision management for clinical service.Human Resources Management
Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements.
Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters.Provides advice and assistance to the Chief of Quality Management and staff concerning Federal and agency human resources processes and procedures.
Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, drafting disciplinary and adverse actions, responding to grievances, and bargaining requests and handling other labor relations issues.
Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternative based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
Budgeting/Financial Management
Provides for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Participates with managers in reviewing office needs, plans and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to top management and responds to all questions related to the package. After budget has been approved, directs execution of the budget. Monitors balances and status of projects and recommends reprogramming of funds as needed.Procurement/Contracting
Manages procurement and contracting for the Service.
This may include preparing procurement requests, evaluation proposals for work, acting as a COR for procurements and/or maintaining procurements that requires varying approaches.
Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with Contract Officers and vendors.
Prepares and reviews purchase orders for supplies and non-expendable property. Exercises authorizations for obligation and expenditures of funds.Work Schedule: Monday through Friday; 8:00am-4:30pm
