    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Developmental Services this class is accountable for administering the programs and operations of statewide comprehensive programs dedicated to consumers of the agency.

    EXAMPLES OF DUTIES

  • Administers staff and operations of the division;
  • Develops, implements and evaluates division policies, goals and objectives;
  • Designs and develops division programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for division staff;
  • Prepares division budget;
  • Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
  • Advises the Commissioner or Deputy Commissioner in recommendation of new or revised health programs and or support services, administrative policies and processes to assist consumers of the agency;
  • Prepares state and federal reports,
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.
  • KNOWLEDGE, SKILL AND ABILITY

  • MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of professional experience in health or human services delivery system administration and/or programs.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must include administrative or managerial responsibility relative to programs for habilitative and/or rehabilitative program development for consumers of the agency.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in psychology, special education, early childhood, social work or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in special education, early childhood, social work, psychology or a related field may be substituted for one (1) additional year of the General Experience.
  • PREFERRED QUALIFICATIONS

  • Considerable knowledge of current trends, community resources, and evidence based practices regarding the provision of integrated, supportive, community-based services to persons with developmental disabilities
  • Experience working with Medicaid operations
  • Involvement in national-level initiatives and ability to translate to implementation of programs
  • Experience directing and managing projects, including implementation and evaluation
  • Experience managing consultants and contracts
  • Experience with program development and the provision of services to individuals with disabilities
  • Experience with principles of Charting the Lifecourse
  • Proven track record of strategic, creative thinking and problem-solving
  • Background in developing and promulgating policies and procedures
  • Experience in delivering formal and informal training to system-wide stakeholders
  • SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.
