JOB SUMMARY:


Is responsible for the administrative and highly technical work of a professional civil engineering nature in the investigation, location, design, construction, and maintenance of engineering projects.

Work involves responsibility for assisting in the direction of a major engineering division or for participating in and directing the activities of a smaller and more specialized unit.

Work of this class requires the use of considerable independent judgement, initiative, and professional knowledge and involves responsibility for making final technical decisions on engineering problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


Directs and supervises employees engaged in making preliminary surveys; plans, and estimates for the construction or reconstruction of streets, curbs, sidewalks, and drainage improvement; supervises and participates in designing such projects, and drawing up complete engineering plans, specifications, and contracts; supervises the laying out of paving jobs and gives guidance to subordinates acting as inspectors during the actual construction period; supervises the maintenance of street plans.

Directs and supervises personnel engaged in making studies, procuring and analyzing factual and statistical data, and in making preliminary layouts, designs, and estimates for a wide variety of improvements of planning nature.

Directs and supervises personnel engaged in field surveying; supervises the making of preliminary location lines and grades, defining of street lines and locating new public and private buildings for mapping purposes.

Directs and supervises employees engaged in maintaining plans, maps and engineering records of the City:
and checking and recording property transfers.

Participates in and directs the design, preparation of plans, contracts, specifications, and cost estimates for construction projects for public improvements; supervises and inspects construction projects; inspects and reports on condition of City bridges and culverts; and nature incidental to such projects as the design of buildings, bridges, pumping stations, and similar engineering undertakings.

Performs related work as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of the principles and practices of civil engineering. Extensive knowledge of modern methods and techniques of design, construction, and maintenance of public works.

Thorough knowledge of municipal and regional planning and of the methods employed in conducting engineering research as well as in making complete engineering plans and specification.

Thorough knowledge of the laws, ordinances, and administrative rules affecting departmental programs. Ability to prepare and administer complete engineering plans, estimates and specifications for major construction programs.

Ability to establish and maintain effective working relationships with subordinates, associates, and with personnel representing other municipal departments and outside organizations.

Ability to plan, assign and supervise the work of Engineers and Engineering Aides on surveys and construction projects.

Ability to prepare contracts, to inspect complex construction projects, and to advise on major problems of construction and contract adjustments.


MINIMUM QUALIFICATIONS:


Not less the three (3) years' experience in civil engineering, including considerable supervisory experience and graduation from a college or university with a major in Civil Engineering.

Registration or eligibility for registration as a professional engineer in Connecticut within one year of appointment.

Comparable experience is considered to be not less than ten (10) years of experience in construction administration and/or inspection, including supervisory experience, and graduation from a college or university with a major in Construction Management or a NICET Level IV Certification in at least one of the programs of Highway Construction or Stormwater and Wastewater System Inspection.

For the employees hired under the NICET Level IV Criteria, within one year of hire, the employee must hold or be actively working toward, (as evidenced by acceptable documentation), NICET Level IV Certification in the programs in Highway Construction, Stormwater and Wastewater System Inspection, and Erosion and Sediment Control.
