- Primary Purpose of the Position
- Position is responsible for managing the examination and analysis of accounting records, compliance. audits, auditing teams, and implementing quality assurance programs to verify the accuracy and overall efficiency of internal fiscal and administrative controls.
- The position provides leadership in the development of procedures for conducting external monitoring reviews and assessments that result from the annual agency-wide risk assessment of operations, financials, grants, contracts and relationships.
- Provide direct supervision to audit/monitoring teams and professional staff by developing long and short-term goals and objectives, reviewing project assignments and work performed.
- Position utilizes working to thorough knowledge to participate in preparing, analyzing and administering annual reports, financial statements and other records to assess financial condition of programs/projects, and monitor industry trends.
- Position also has the ability to review basic to moderately complex audit summaries and provide direction to auditors and make and/or recommend modifications to program policy and procedures to minimize risk.
- Ability to participate in the development and implementation of goals and objectives. Ability to interpret rules and regulations internal to the organization.
- Ability to review and approve written reports, often of moderate complexity.
- Ability to ensure that rules and regulations are interpreted correctly.
- Ability to develop contacts and relationships with interested parties in order to achieve division/organizational goals.
- Oversight of the charter school financial compliance and financial assessment, including working with the Director of the Office of Charter Schools, the Charter School Advisory Committee, Directors of federal program areas, Board members and management of charter schools. Communicating with the Local Government Commission, the Retirement Office and the State Health Plan to ensure charter school compliance. Ensuring appropriate and timely written correspondence and testifying in court when needed.
- Review and approval of documentation of all monitoring and compliance issues. Keeping abreast with new federal requirements and laws governing public schools. Review and approval of all written documentation related to audit resolution for LEAs, charter schools and nonprofits.
- Personnel Matters: This position will assess the staffing levels needed for appropriate monitoring and compliance. The Monitoring and Compliance Section Chief reports directly to this position. Set measurable goals for direct reports and their sections. Periodically evaluate the attainment of those goals in a timely manner.

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The Division of School Business of the Department of Public Instruction has five sections: School Reporting and Student Accounting (7 staff) Monitoring and Compliance (5 staff) School Allotments (5 staff), Administration/Data Analysis and Statistics (6 staff), and Business System Modernization (3 staff).
Overall, this area services the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor's Office, the General Assembly, and the taxpayers of North Carolina.
It has the oversight of over $11.9 billion in State dollars, $1.1 billion of federal funds and 6.3 billion of COVID funds, $1.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc.
This division is responsible for the State Public School Fund Budget, the allocations of funding to LEAs and public schools and non profits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds and Student accounting.
It has responsibility for the managing, planning, directing, coordinating, monitoring, and/or supervising the compliance and monitoring area withing School Business but also on behalf of the agency.
They ensure that operational, procedural, and regulatory requirements are met related to all the funding allocated out to the PSUs from the agency.
This position has direct responsibility of the Monitoring and Compliance Section within the Division of School Business and is responsible for the oversight of all compliance related to the use of state and federal funds in the LEAs, charter schools and nonprofits as well as the development of related policies and procedures.
This position is required to understand Federal Uniform Guidance, EDGAR, SAS, GASB and other applicable state and local laws/polices that govern the funding received by the PSUs.
This position will be developing monitoring tools, reports, financial and other data analysis tools to ensure effective monitoring is in place for these funds.
They will also be providing guidance through clear communication strategies to the PSUs to provide them education and information on how best to adhere with their responsibilities related to these funds.
This position directly carries out elements of the Excellent Public Schools Act contained in Section 7A.1 and Section 7A.7 of S.L and is funded accordingly.
This position must also possess the following skills:
Preparation of policies and procedures related to fiscal issues for new and existing charter schools including financial assessment. Development of policy and procedures for charter school fiscal closure protocol. Development and occasional performance of targeted financial reviews of charter schools.
Audit Resolution:
Develop policy and procedures to ensure federal requirements for audit resolution are met for all LEAs, charter schools and nonprofits for which the Department is the cognizant funding agency.
Fiscal Monitoring:
Develop policy and procedures for fiscal monitoring efforts to ensure compliance with federal and/or state requirements. Includes development of risk assessment procedures, sanctions for noted deficiencies and assessment of proposed corrective actions.
Additional compliance areas:
Develop policy and procedures to ensure the Department's compliance with state and federal requirements related to Medicaid Administrative Claiming, Indirect Cost Rates, Administrative Cost Limitations, Carryover Limitations, Maintenance of Effort, Impact Aid, Equipment Disposition, Federal Award Information for DPI website; DUNS Number / SAM Registration Compliance; GS 143C Compliance / NGO Grants reporting; Annual updates of Federal / State Compliance Supplements.
State and Federal audits:
This position is responsible for responding to the State and Federal audits as they pertain to LEA, charter school and nonprofit audits, including assessing the weakness and proposing a remedy response
DPI Program Areas:
Development of standard federal fiscal monitoring policies and procedures, tools and oversight of federal monitoring efforts conducted by program areas in DPI.
This includes working with the Directors of Exceptional Children, Career and Technical Education and Federal Program Monitoring and Support.EEO Statement:
