    Classification Description Summary

    Under general direction, performs a variety of professional level duties in support of the City's architectural program and projects; develops design standards for the City; evaluates materials and architectural techniques appropriate to various areas of the City; serves as an ombudsman with the development community, neighborhood groups, and Community Development Department and Redevelopment Agency staff; and plans for a future design vision for the City to promote sustainability and image.

    Essential Functions

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Coordinate and administer various City architectural programs and projects.

    Research various materials and architectural styles appropriate to various areas of the City; evaluate materials for sustainability and comparability with the City.

    Work cooperatively with the development community to develop design standards for various areas.

    Develop design standards for the community; evaluate the need for separate styles in various areas within the community.

    Present recommendations to Neighborhood Associations, property owners, and businesses within each area.

    Present recommendations to the City Manager's Office and the City Council for review, guidance, input, and implementation.

    Work with the development community and property owners in the early stages of design for a new project or renovation of an existing building.

    Work with Community Development Department and Redevelopment Agency staff to assure that the design standards are understood and implemented in various areas.

    Research and evaluate options and alternatives to established and approved standards.

    Provide insight and guidance to City staff and consultants for renovation to existing City buildings and structures.

    Respond to and resolve difficult citizen and contractor inquiries and complaints.

    Prepare and make presentations to City Council, City management, the development community, and outside agencies and organizations.

    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of architecture and architectural engineering; incorporate new developments as appropriate.

    Perform related duties as required.

    Minimum Qualifications

    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of:

    Operations, services, and activities of a municipal architectural program.

    Modern and complex principles and practices of architecture and architectural engineering.

    Modern methods, techniques, and design concepts as applied to the design and construction of public buildings.

    Principles and practices of project management and administration.

    Principles and practices of project budget preparation and control.

    Recent developments, current literature, and sources of information related to innovations and trends in the field.

    Principles and practices of business correspondence and technical report preparation.

    Operational characteristics of engineering and drafting instruments and related equipment and software applications used in the area of assignment.

    Basic principles and practices of supervision and training.

    Pertinent federal, state, and local codes, laws, and regulations.

    Ability to:

    Perform professional architectural duties in support of the City's architectural program.

    Understand the organization, operation, and services of the City and of outside agencies as necessary to assume assigned responsibilities.

    Interpret and apply applicable federal, state, and local laws, codes, and regulations.

    Interpret and apply administrative and departmental policies and procedures.

    Manage complex architectural projects; establish and maintain project budgets and schedules.

    Recommend project modifications to reduce costs when bids exceed approved budgets.

    Prepare, review, interpret, analyze, and modify architectural plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.

    Detect deviations from plans, regulations, and standard construction practices.

    Draw plans from sketches.

    Analyze and assess programs, policies and operational needs and make appropriate adjustments.

    Delegate authority and responsibility.

    Prepare clear and concise administrative and financial reports.

    Analyze zoning requirements and policies and make recommendations for needed revisions.

    Negotiate with citizens, property owners, businesses, and other agencies.

    Maintain detailed project management records and documentation.

    Prepare clear and concise administrative and technical reports.

    Safely and effectively operate engineering tools and equipment.

    Respond to questions and inquiries from a variety of sources regarding assigned projects.

    Research, review, update, and revise existing ordinances, policies, and design standards.

    Coordinate activities with internal and external agencies and committees.

    Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

    Use and operate a variety of engineering and drafting tools and equipment.

    Adapt to changing technologies and learn functionality of new equipment and systems.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    A Bachelor's degree from an accredited college or university with major course work in architecture or a closely related field.

    Experience:

    Three years of professional level experience as an Architect, Urban Designer, or Architectural Designer.

    License or Certificate:

    Possession of an appropriate, valid driver's license.

    Possession or, or ability to obtain within one year of hire, registration as a professional Architect in the State of Nevada.

    Environment: Work is performed primarily in a standard office setting with some travel to different sites and locations; incumbents may be required to work extended hours including evenings and weekends.

    Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and to occasional travel to different sites and locations; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
