SUMMARY DESCRIPTION
Under general direction, reviews and participates in the work of staff responsible for building permit applications for completeness and compliance with established guidelines; provides assistance and answers questions from the general public regarding building permits; performs a variety of clerical tasks relative to assigned area of responsibility; provides support to Development Permit Technicians as well as other internal departments; and performs the more technical and complex tasks relative to assigned area of responsibility.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Permit Services series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned including exercising technical and functional supervision over lower level staff. Employees perform the most difficult and responsible types of duties assigned to classes within this series.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Lead, plan, train, and review the work of staff responsible for reviewing building permit applications; participate in performing the most complex building permit application work.
Train assigned employees in their areas of work.
During training assignments verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensure adherence to safe work practices and procedures.
Perform the most technical and complex tasks of the work unit.
Review building permit applications for completeness and adherence to established guidelines and building plans; ensure conformity with applicable building and land use codes.
Accept plans and related documents; review plans for conformity with ordinances and regulations to determine whether plans contain sufficient data to either issue a permit or accept for plan review; check plans for setbacks, zoning and building requirements; enter data into computer and set fees; sign off on projects as necessary and issue permits.
Verify completeness of permits and overall project status relative to all City departments; issue Certificates of Occupancy.
Receive, review, approve and process small scale projects including fences, sheds, decks and small additions; issue permits.
Route plans to planning staff or other staff for further review and analysis; receive plan revisions and attach to original plans; respond to questions regarding status of plans.
Provide architects, contractors and property owners with appropriate codes and building requirements; verify contractors have valid licenses to obtain permit.
Calculate and collect fees, fines and other charges for permit applications and plan checking activities in accordance with established guidelines.
Assist in the retrieval of information regarding various planning and public works projects; maintain accurate records and reports of plan checking operations.
Respond to questions and inquiries from the general public, contractors, developers, architects and various other agencies regarding building permits; log and process complaints; handle complex customer issues.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Methods and techniques of building permit review and processing.
Other City departments involved in the building permit review process.
Principles of lead supervision and training.
Basic principles and practices of urban planning.
Principles and practices of effective customer service.
Principles and procedures of record keeping.
Pertinent federal, state and local laws, codes and regulations.
Customer relations methods and techniques.
Ability to:
Lead, organize, and review the work of staff, including provision of customer services and permit reviews.
Train staff.
Recommend and implement goals, objectives, policies, and procedures for providing permit review.
Review building permit applications for completeness and adherence to established guidelines.
Receive, review, approve and process small scale projects.
Respond to difficult and sensitive requests and inquiries from the general public.
Provide effective and efficient customer service.
Maintain accurate and complete records and files.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Work in a team based environment to achieve common goals.
Work cooperatively with other departments, City officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive and/or complex issues in area of responsibility.
Interpret, explain, and enforce department policies and procedures.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Work independently in the absence of supervision.
Adapt to and implement where necessary new processes and procedures.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
High School Diploma or equivalent.
Experience:
Three years of increasingly responsible experience related to building permit reviews.
License or Certificate:
Possession of an ICC Permit Technician Certificate.
