    Classification Description Summary

    Under supervision, performs a variety of professional level duties in support of the City's engineering services and activities including planning, designing, and implementing various capital improvement projects; ensures project completion in a timely and cost effective manner; evaluates projects and provides solutions to ensure compliance with applicable criteria, regulations, and codes; and responds to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff.


    DISTINGUISHING CHARACTERISTICS
    This is the entry/journey level non-certificated class in the professional Engineer series. This class is distinguished from the Assistant Civil Engineer by the requirement for an Engineer Intern Certificate.
    Essential Functions
    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Perform professional level engineering duties in support of the City's engineering services and activities including planning, designing, and implementing various capital improvement projects.

    Design and prepare contract specifications for construction of various public works and capital improvement projects; research design requirements, perform engineering calculations, analyze material and design data; prepare estimates of time and material costs.

    Participate in the management of assigned projects; administer consultant and construction contracts; advertise for bids; select, coordinate, and participate with engineering consultants; review and approve contract changes; approve progress payments for contractors and consultants.

    Conduct field inspections and investigations of construction projects; ensure compliance with established designs and all applicable codes and regulations; submit permit applications and facilitate permit process; prepare reports on recommended modifications.

    Conduct technical reviews of plans and reports for projects affecting City streets, sewers, drains, and related public works facilities for adequacy and conformance with applicable municipal codes and regulations.

    Analyze various engineering functions including signal construction, traffic striping, and traffic control plans; evaluate plans for deficiencies; recommend and/or design solutions.

    Review and prepare traffic signal timing plans for isolated intersections and arterial networks.
    Prepare a variety of engineering reports, studies, and technical documentation; utilize specialized engineering applications, databases, programs, and graphics.
    Prepare reports for the City Council, Planning Commission and other committees regarding engineering projects and status.

    Respond to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff regarding engineering and development projects.

    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering; research, review, update and revise existing ordinances, policies and design standards; incorporate new developments as appropriate into programs.

    Perform related duties as required.
    Minimum Qualifications

    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.


    Knowledge of:
    Operations, services, and activities of a municipal engineering design and construction program.
    Principles and practices of civil engineering.
    Basic principles and practices of traffic engineering.

    Basic methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects.

    Mechanics and properties of materials.
    Basic methods and techniques of engineering plan review and analysis.
    Basic methods and techniques of conducting site and field investigation.
    Principles and practices of field surveying including topographic and construction surveying.
    Drafting methods, techniques, and equipment including those used in computer aided drafting.
    Basic mathematical principles as applied to civil engineering work.
    Engineering maps and records.

    Recent developments, current literature, and sources of information related to innovations and trends in civil and traffic engineering design and development.

    Principles and practices of business correspondence and technical report preparation.
    Office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering software programs.
    Occupational health and safety standards.
    Pertinent federal, state and local laws, codes and regulations related to the assigned field of engineering.

    Ability to:
    Perform a variety of professional civil engineering functions.
    Develop, review and modify engineering drawings, plans and specifications.
    Collect, assimilate, and evaluate data and prepare recommendations related to civil engineering projects.
    Perform engineering computations and calculations.
    Prepare bid documents, contract documents, specifications, cost estimates and engineering drawings.
    Inspect public works projects for conformance with plans and specifications.
    Administer change orders and contract laws.
    Interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations.
    Interpret, explain and enforce department policies and procedures.
    Respond to questions and inquiries from a variety of sources regarding engineering and development projects.
    Prepare clear and concise administrative and technical reports.
    Conduct analytical traffic studies accurately and reliably.
    Operate office equipment including computers and supporting word processing, spreadsheet, and specialized engineering software programs.
    Understand and follow oral and written instructions.
    Work in a team based environment to achieve common goals.
    Coordinate multiple projects and complex tasks simultaneously.
    Meet the physical requirements to safely and effectively perform the assigned duties.
    Communicate clearly and concisely, both orally and in writing.
    Establish and maintain effective working relationships with those contacted in the course of work.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:


    Education/Training:


    A Bachelors degree from an accredited college or university with major course work in civil engineering or a related field.


    Experience:
    Some professional engineering experience is desirable.

    License or Certificate:
    Possession of an appropriate, valid driver's license.
    Possession of an Engineer Intern certificate is desirable.

    Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; visual acuity for reading engineering plans and specifications; and to verbally communicate to exchange information.
