    Grant Administrator - Eugene, United States - LTD Lane Transit District

    POSITION PURPOSE:
    Responsible for managing the District's Federal, State and Local grant programs.

    This position exercises considerable independent judgement, partners with other employees and contractors, and is the primary liaison to Federal grantors.


    ESSENTIAL DUTIES:


    Research, prepare, and submit grant applications including: Special Transportation Fund, Statewide Transportation Improvement Funding (STIF), 5307, 5310, 5311, 5339, CMAQ, Surface Transportation Block Grants, and other State, Local and Federal funding sources.

    Serve as on-site grants subject matter expert including: Federal grant circular compliance, State and STIF grant compliance, internal grant processes, determining funding sources.

    Actively search out funding opportunities for approved projects and programs.

    Ensuring that LTD meets all Federal & State grant application and reporting deadlines Maintain consistent communication with grantors and Director of Development in preparing grant applications and in obtaining funding approvalsMeets with project managers on a regular basis to review progress toward grant requirements.

    Provide timely, transparent, and accurate grant reporting for internal useEnsure LTD grant policies comply with Federal, State, Local requirements.
    Train relevant LTD employees to ensure compliance with LTD grant policies and Federal/State/Grantor/Auditor requirements.

    Coordinate STIF administration with LCOG including tasks such as facilitating the STIF Advisory Committee, ensuring compliance with STIF regulations, updating the LTD adopted bylaws for STIF, providing communication and coordination with public transportation service providers, providing legislative updates on information or changes affecting STIF rules, meeting STIF reporting requirements.

    Ensure that quarterly financial/milestone status reports for each Federal and State grant are completed as required by the FTA (TrAMS) or State (OPTIS).Prepare accurate and timely drawdowns monthly (or as directed).Responsible for submitting grant revision amendments, transfers and closeouts.

    Collaborate with other LTD employees and contractors to maintain an accurate set of computerized grant records, including timely grant ledger reconciliations (monthly) to the general ledger and project ledger, auditing grant transaction postings (as completed) in accordance with government accounting standards and LTD policies.

    Review and approve grant related purchase requisitions to ensure compliance with Federal, State and Local grant requirements.
    Assist with all audits of the grant area, maintaining an archive of records according to policy.
    Other grant related duties as assigned.

    Adhere to State of Oregon procurement policies and proceduresAdhere to Federal and Oregon Department of Transportation grant requirementsManage grant draw down cash flow to ensure District is reimbursed for grant-funded activities in a timely manner

    MINIMUM QUALIFICATIONS FOR HIRE:
    Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience.


    Typical qualifications would be:

    Experience:
    A bachelor's degree in a relevant field.
    Five years of grant management experience (must include Federal grant writing).

    Three years' experience preparing the Schedule of Federal Expenditures (SEFA) report in preparation of comprehensive annual financial report and federal reporting requirements.

    Demonstrated experience coordinating grant funding for complex projects and programs.


    Preferred:
    State and/or Federal Grant accounting and/or budget experienceExperience using computerized accounting systems for grant/project trackingFTA and/or ODOT grants management


    COMMUNICATION:
    This position requires regular communication inside and/or outside the organization to exchange factual information that can involve explaining policies, procedures, services, and options


    SUPERVISORY RESPONSIBILITY:
    This position does not supervise others

    WORKING CONDITIONS:
    Work is normally performed in an office environment, Monday through Friday between 8:00 a.m. and 5:00 p.m., with some schedule flexibility available with approval, and some attendance required outside of normal hours. Equipment utilized includes standard office equipment including personal computer, with job specific software and peripherals. The majority of each day will be spent on the computer and phone. This position is a full-time, exempt position, eligible for the regular administrative benefits package. The pay range is between $90,297.09 and $122,162.94 annually.
