    Summary This position is a SUPERVISORY FACILITY OPERATIONS SPECIALIST, GS working in Shepherdstown, West Virginia for the R9-NCTC
    • Division of Facility Operations.
    Responsibilities As a SUPERVISORY FACILITY OPERATIONS SPECIALIST your duties will include but are not limited to the following:

    The operation of the NCTC facilities which are located on a 533-acre training and conference campus adjacent to the Potomac River near Shepherdstown, WV.

    This includes both long-term viability and day-to-day management of infrastructure including over 400,000 square feet under roof.

    Directs the operation and maintenance of facilities, service and construction contracts, grounds maintenance (snow removal, landscaping ,etc.), contractor quality control, and utilities systems management (water supply and treatment, sanitary systems, etc.)



    Manages construction that is required on-site, including new or add-on facilities, repairs, and maintenance.

    This includes developing design criteria, working with Service engineering personnel as required, conducting constructability reviews, and transforming this information into material statements of work and architecture and engineering (A/E) task orders.

    Ensures that Service and Department facilities management policies are adhered to; sets priorities and schedules work and/or assigns work based on staff capabilities; and resolves and makes decisions on work problems presented by subordinates, other Facility Operations personnel, or contractors.

    Keeps current with and critically analyzes state-of-the-art facility engineering:

    monitoring building construction trends, modernizing systems and energy engineering; applying sustainable engineering practices when practicable; promotes safe processes and efficient methods for successful, sustainable, and cost effective management of the NCTC facility.

    Requirements Conditions of Employment Qualifications Only experience and education obtained by 05/08/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.


    Basic Requirement:

    Possess Undergraduate and Graduate education with major study in engineering, industrial arts, construction or property management, or business administration; OR Possess specialized experience.


    Examples of qualifying specialized experience include:
    (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing engineering project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Minimum Qualification [GS-13] Possess one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors).


    Specialized experience includes:
    (1) Managing a facility including maintenance, repair, construction, building management, asset management, and fleet services; (2) Applying a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; (3) leading or supervising staff members of a skilled facility support group; (4) developing facility operations and maintenance policies and procedures; (5) preparing budgets based on plans for maintenance, repair work, new construction, alteration projects, replacement of existing equipment, and available resources


    NOTE:

    You will receive credit for all qualifying experience, including volunteer experience.


    Time In Grade Requirement:

    Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA.

    PROOF OF EDUCATION:

    All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name.

    If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units.

    Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.


    PASS/FAIL COURSES:
    If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society


    GRADUATE EDUCATION:

    One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study.

    Such study may have been performed on a full-time or part-time basis.

    If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
