Duties:

As a Financial Specialist your duties will include, but are not limited to, the following:

  • Plans and conducts financial management studies that involve analysis of complex, interrelated administrative processes in budgetary, financial procurement, and property management functions.
  • Develops innovative recommendations for eliminating problems or improving the operation under study and writes reports that document findings and recommendations.
  • Reviews and analyzes financial reports generated by the financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger. Identifies problems and discrepancies, determines if adjustments or corrections are required, and takes necessary action to correct and produce reports.
  • Prepares external financial management reports, statements, supporting schedules, justifications, and related documentation as required by 0MB, Treasury, and/or the Department of the Interior to ensure data consistency and integrity.
  • Reviews and analyzes the effect of new or revised regulatory changes and develops financial management reporting procedures; and/or reviews financial management policies, practices, techniques, and procedures.

Qualifications:


  • Only experience and education obtained by 04/23/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement
and Minimum Qualification.**Minimum Qualification [GS-11]
  • One year of specialized experience comparable in scope and responsibility equivalent to grade GS9 in the
Federal service


Experience includes:
(1) independently performing complex administrative business and analytical work
following generally accepted accounting principles;(2) implementing and interpreting financial assistance management
laws, rules, policies, and procedures; (3)identifying accounting problems and making recommendations for resolution; (4)
monitoring and tracking obligations/expenditures using automated computer systems.
OR

  • A Ph.
D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading
to a degree, or a LL.M, if related.
OR

  • A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-12]- One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the
Federal service


Experience includes:
(1) independently performing complex administrative business and analytical work
following generally accepted accounting principles;(2) implementing and interpreting financial assistance management
laws, rules, policies, and procedures; (3)identifying accounting problems and making recommendations for resolution; (4)
monitoring and tracking obligations/expenditures using automated computer systems with the ability to create
spreadsheets, tables, and graphs, analyze data, use pivot tables and pivot charts, and use formulas and functions, (5)
Understand the basic layout of accounting programs and how certain mechanical aspects work, like formulas, functions,
tables and ranges.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
