- Bachelor's degree in natural resource management, natural science, geography, engineering, public administration, public relations, or related field;
AND - Five years of management and/or supervisory experience in a natural resource setting, agency, or organization; including watershed management, agricultural or urban conservation planning or engineering, budget development and fiscal management, comprehensive planning, partnership development;
OR - An equivalent combination of education or experience.

- Actively pursue and effectively manage grants.
- Develop and prepare public meeting information timely, accurately and in accordance with state statutes.
- Develop annual or long-term plans to meet SWCD needs and establish priorities and strategies for implementation.
- Develop partnerships with other organizations on natural resource issues.
- Effectively present natural resource issues at meetings, conferences, before the media, Dakota County departments, Dakota County Board of Commissioners, partner organizations and the public.
- Represents the SWCD on special committees, joint powers organizations and before governmental bodies at the local, regional, state and federal level.
- Coordinate natural resource management activities with other government agencies and private and nonprofit entities.
- Assures that services and programs provided are consistent with laws, rules and regulations and standards of practice.
- Recommends new legislation and works to impact pending legislation.

The Dakota County Soil and Water Conservation District (SWCD) is seeking candidates for the District Manager position. The primary objective of this position is to provides leadership and strategic direction to the SWCD Board and staff to implement programs, activities, operations, policies, personnel, public relations, and budgets. The District Manager serves to create, communicate, and implement the Boards vision for soil and water conservation policy. The position works closely with key partners including federal and state agencies, Dakota County departments, watershed organizations, cities and townships, private and non-profit organizations, residents and landowners of Dakota County. The District Manager reports to the SWCD Board and functions as the Boards contact for overall program management and fiscal responsibilities. This position directs a group of professional staff working with diverse cultures in a diverse landscape involving agricultural, rural community, suburban, and urban land use.

LEADERSHIP
Work is performed in a County or other governmental office building and in the outdoors. Some projects and tasks will require fieldwork to gather information and review existing conditions. Field time may include exposure to all types of weather; work in traffic; construction sites; uncleared areas; and standing/walking on uneven and slippery terrain. Some travel and limited weekend and evening work are expected. Equipment used may include, but is not limited to computer, printer, copy machines, and electronic devices.
