    Residential Care Services (RCS) division within the Aging and Long-Term Support Administration (ALTSA) (ALTSA) at the Department of Social and Health Services (DSHS) has a current opening for a full-time Compliance and Enforcement Unit Manager located at our Headquarters in Olympia, WA.

    RCS is a regulatory division and is responsible for managing and providing oversight of

    Field Operations:

    Nursing Home professionals, Adult Family Homes (AFH), Assisted Living Facilities (ALF), and Enhanced Services Facilities (ESF) regulate residential care settings licensing regulations, compliance, and enforcement that have statewide impact and influence related to the division's regulatory work.

    In this role, you will plan, direct, coordinate, and maintain system-wide activities and processes related to the oversight of licensed and certified long-term care facilities.

    You will monitor and coordinate compliance and enforcement activities with other RCS staff such as the office chiefs, regional administrators, field managers, the complaint resolution unit staff, public disclosure/discovery unit, information dispute resolution unit, and business operations staff to remain abreast of the status of all the divisions' compliance activities and to identify trends.

    You will work closely with the Centers for Medicare and Medicaid Services (CMS), stakeholders, providers, and other internal and external entities, coordinate and consult with the attorney general's office to resolve difficult legal compliance issues and other administrative hearing events to direct compliance issues to appropriate existing channels for investigation and resolution.

    Some of what you will do:


    • Supervise plan, lead, organize, manage, set expectations for the compliance unit's productivity, and direct the work performed by the unit
    • Ensure that the unit has coverage for both the work performed by the administrative support staff and the Washington Management Service staff.
    • Manage, design, implement, and provide quality control/quality assurance of enforcement reports/documentation and process improvement.
    • Ensure all areas of the regulatory work assigned to the compliance unit meet the applicable laws and regulations.
    • Conduct regular internal reviews or audits to ensure compliance/enforcement procedures.
    • Conduct compliance assessment and communicate finding(s) to appropriate parties including the director, office chiefs, regional administrators, and headquarters and field staff.
    • Make recommendations for improving processes and standards related to all enforcement activities statewide.
    • Assure compliance with federal and state requirements and consistency in policy interpretation.
    • Evaluate and implement required action plans, new policies and procedures, and other initiatives that impact compliance/enforcement.
    • Provide leadership, technical guidance, professional consultation, and coordination with stakeholders, the attorney general, RCS HQ field staff, and staff from other divisions.
    • Work directly with the regional administrators and field managers in coordinating statewide consistency of standard of best practices and procedures.


    We are looking for a seasoned professional with experience as a manager, supervisor, trainer, enforcement officer, and compliance specialist with enforcement and compliance imposing remedies on the licenses of long-term care residential care settings.

    Who should apply?


    • A bachelor's degree in social science, or social work with a concentration in policy, political science, business administration, or related field is required, and five years of experience in a regulatory arena including three years of experience managing professionals responsible for various operational and regulatory functions.
    • Master's level education in social science, or social work with a concentration in policy, political science, business administration, or related field is required, and three years of experience in a regulatory arena including three years of experience managing professionals responsible for a variety of operational and regulatory functions.
    • Working knowledge of the laws and regulations related to licensing and certification of long-term care providers, DSHS, and the programs and services.
    • Understanding the application of information technology systems, their potential and ability to communicate, and work with information technology staff.

    Preferred/desired education, experience, and competencies:

    • Must be highly skilled in all aspects of regulatory standards, primarily focused on geriatrics, mental health, and developmental disabilities.
    • Working knowledge of DSHS and the program.
    • Extensive experience in the long-term care field and with services provided by the administration.
    • Extensive understanding of state and federal regulations, and interpretations pertaining to nursing homes, adult family homes, assisted living facilities, and any other applicable RCS long-term care settings.
    • Ability to communicate effectively with peers, all levels of management, federal staff, the provider community, consumers, and advocacy groups.
    • Ability to develop long-range strategies for carrying out the work plan, influence and develop policy, develop broad plans, and direct implementation on a statewide level.
    • Ability to manage crises by assessing risk and developing strategic action plans to avoid or minimize risk.
    • Ability to utilize information technology, including industry-specific applications, to increase position effectiveness.
    • Must have the ability to understand and work through problems amidst the complex organizational entities within state and federal governments.
