    Position and Salary

    The Attorney General's Office is recruiting for a permanent full time Anti-Hate Policy Manager in the Policy Division. This position is located in King or Thurston Counties, Washington, and is not union-represented.

    Policy Manager Salary Range: 90,000-98,000 annually .


    The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience.

    The following stipends may apply based on position requirements:


    • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
    • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.
    About the AGO Policy Division

    Researching & Improving Laws and Regulations

    The Legislature often tasks the AGO Policy Division with solving compelling problems through intense research, stakeholder engagement, and persuasive written reports.

    The work of the Policy Division has a direct and meaningful impact on communities and the people of Washington State.

    Example legislative topics assigned to the Policy Division include:

    police use of force, environmental justice, Missing and Murdered Indigenous Women and People (MMIWP), hate crimes, immigrant and refugee issues, sexual assault, and data privacy.

    High-Profile Policy Programs

    The Policy Division focuses on high-profile policy programs that address prominent and important community issues.

    The division is responsible for executing youth, and veteran hotlines through its Office of Military and Veteran Legal Assistance (OMVLA) and HearMeWA programs.

    Anti-Hate Policy Manager Position & Essential Functions

    The Anti-Hate Policy Manager will lead and oversee two new AGO policy programs: 1) Hate Crimes Hotline, and 2) Extremism & Mass Violence Task Force.

    Hate Crimes Hotline

    The AGO's new Hate Crimes Hotline is the result of Washington's SB 5427. The hotline provides information and referrals to Washington residents targeted by hate crimes. The program will pilot in 3 counties by July 1, 2025, and launch statewide by January 1, 2027.


    This manager position will be responsible for planning and the implementation of the hotline, as well as supervising at least two policy analysts.

    Implementation of the hotline includes intake, referrals, training standards, policy analysis and research, and outreach. Significant outreach and community engagement will be a key for success in this position.

    Extremism & Mass Violence Task Force

    This position will also oversee the AGO's Extremism & Mass Violence Task Force which will provide recommendations to establish a comprehensive public health and community-based framework to combat extremism and mass violence.

    The first meeting of the task force must be held by December 31, 2024.

    The task force must submit a preliminary report to the governor and the appropriate committees of the legislature by June 1, 2025, and a final report by December 1, 2026.


    The Anti-Hate Policy Manager will have a direct community impact, with wide reach beyond the State of Washington, likely nationwide.

    This position requires complicated political analysis and a highly community centric approach.

    It will be essential in this position to work harmoniously and successfully with other Washington state agencies and federal government partners.

    An understanding of complex community dynamics and an ability to build trust with law enforcement partners is critical in this role.


    The essential functions of this position include:

    • Managing the AGO Hate Crimes Hotline, including planning, implementation, and community outreach.
    • Maintaining consistency across written products, using strong attention to detail and writing skills.
    • Developing processes, systems, and protocols to collect and analyze data for the Hate Crimes Hotline.
    • Overseeing the Hate Crimes Analyst's writing of the annual report.
    • Day-to-day management and coaching of the Hate Crimes Analyst and interns, as appropriate.
    • Working with IT staff to manage and update our internal case management system.
    • Overseeing statewide community engagement and outreach.
    • Performing research and/or other special projects, as needed.
    • Communicating in a timely and thorough manner to constituents about issues relevant to work, including hate crimes, extremism, and mass violence.
    • Delivering consistent, accurate, and effective communication with the task force, external stakeholders, the community served, and partners internal to the AGO.
    Required Education & Experience

    Seven years of relevant work experience with at least two years of supervisory experience.


    A Bachelor's degree in public policy, law, political science, criminal justice, government, economics or related filed may substitute for three years of non-supervisory experience.

    • Experience in racial equity work, particularly in outreach, engagement, and reaching underserved and historically excluded communities.
    • Experience providing direct service to individuals in crisis, including lived experience.
    • Trauma informed communication.
    • Effective and skilled manager and coach - actively partnering with staff to provide instruction, feedback, and encouragement to maximize success on the job.
    • Project planning.
    • Data analysis or review.
    • Drafting and developing reports (i.e., annual reports).
