The Budget
& Fiscal Analyst
for the Baltimore City Council is located in the Office of the Council President and is a member of the City Council's Finance and Budget group.
& Fiscal Analyst is expected to
conduct independent, complex financial and policy analysis of legislation introduced before the City Council. Furthermore, the Budget
& Fiscal
Analyst :
Reviews, studies, analyzes and makes recommendations on the annual City
budget;
Applies analytics (statistics and operations research) to business data to describe, predict, and improve business performance;
Performs within and disseminates clearly defined day-to-day operating procedures for a unit;
Possesses the ability and responsibilities weighted toward a general level of knowledge to supervise/coordinate homogeneous functions;
Performs as a project manager for a budgeted project that is intra-divisional or program in scope;
Builds relationships with key stakeholders (local) as needed to achieve the mission of the agency or the City government;
Authors reports on the City budget, fiscal policies and procedures, revenue and expenditure estimates; appropriations to City agencies;
Conducts special fiscal
and/ or budgetary studies as requested by the City Council
Director of Finance and Budget;
Writes reports on the fiscal relationship of the City government with State, Federal,
C ounty and other governments and organizations;
Attends relevant conferences and consults industry publications to learn about and implement best practices
associated with
public budgeting and public finance;
Establishes a working relationship with policy and data analysts across city
agencies;
Demonstrates an ability to deliver complex analysis in clear language for wide public consumption;
and
Attends City Council Meetings, relevant committee hearings, and performs related work as
required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing and controlling.
Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.Knowledge of the basic principles of finance, accounting, budgeting, fiscal controls and statistics.
Ability to analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operation in meeting established goals and objectives.
Ability to adapt and apply the concepts and techniques of financial best-practices and analysis to the needs of specific projects.
Ability to identify problem areas and recommend solutions based on logical consideration of alternatives.Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
Ability to prepare and present reports and/or recommendations clearly and concisely.
Ability to compile financial and operational data and to analyze charts and reports, statistics, budgets and financial statements.
Knowledge of the background, issues, and current trends in municipal government finance and other related urban
studies (preferred, not required).
Ability to establish and maintain effective working relationships with City officials, departmental personnel and personnel of other governmental agencies and institutions.
Ability to estimate, develop and/or assess the fiscal impact (changes in revenues and/or costs) associated with proposed legislation to help Councilmembers understand the fiscal consequences of their decision-making.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requirements
– A Bachelor's Degree in Finance, Accounting, Business Administration, and/or Public Management or related field from an accredited four-year college or university, combined with at least two (2) years of professional-level administrative experience, operations or technical work, analysis and evaluation of fiscal analysis of government agency programs, processes, policies or procedures.
Equivalencies
– Baltimore City residency preferred but not required.

ABOUT THE CITY COUNCIL
The City Council is the City's legislative body, with the power to enact all ordinances and resolutions.
City Council members are elected from fourteen districts, and the President is elected at large, by all voters of the City.
The fifteen City Council members, along with the Mayor, act only by ordinance, resolution or motion. They adopt and may alter the annual budget and confirm the Mayor's appointments. The City Council is responsible for the appropriation and issuance of bonds. The City Council determines its own rules of procedure, and its meetings are open to the public. City Council members are elected every four years. They are elected to geographic districts of roughly the same proportion ofpopulation.
