    Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo).

    AcqDemo This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command.

    Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

    This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

    As a IT SPECIALIST (INFOSEC/PLCYPLN) at the NH some of your typical work assignments may include: Serves as a Strategy and Policy Planner within the USTRANSCOM Command, Control, Communications, and Cyber Systems Directorate.

    Develops IT/cybersecurity/data acquisition policies, and plans and/or advocates for changes in policy that support organizational initiatives or required changes/enhancements. Consults with customers to gather and evaluate functional requirements and translates these requirements into technical solutions. Provides guidance to customers about applicability of information systems to meet business needs.
    • Coordinates, communicates, and integrates programs, ensuring alignment with the organization s enterprise priorities.
    Conducts activities or assists higher levels on challenging and innovative program developments with only general guidance on policy, resources, and planning.

    Provides the leadership, direction, and resources to acquire, develop, and defend superior information systems, and services for the Command s IT, cybersecurity, and data Programs of Record (PoR) that deliver timely and affordable capabilities to the warfighter.

    Requirements Conditions of Employment Qualifications You may qualify at the NH 3 , if you fulfill the following qualifications:
    A. One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below: Utilizing advanced analytical skills to perform cyber capability planning and deliver strategic business capabilities Establishing quantitative IT evaluation criteria used to analyze system data and develop hardware and software assessment studies Validating Information Technology requirements for compliance with Federal and DoD regulatory and statutory guidance
    • Developing and implementing IT governance policies and procedures.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    Education Substitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement.


    Additional Information Other Notes:
    Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.

    Per DoD M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

    A waiver of this six-month requirement may be granted per DoD M, C or C Failure to receive the proper IA certification could result in removal from this position.

    Employee must meet continuing education and training requirements for IA certification. Failure to maintain the proper IA training could result in removal from this position.
