    Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

    This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

    As a IT CYBERSECURITY SPECIALIST (INFOSEC/PLCYPLN) at the NH-2210-2/3 some of your typical work assignments may include: Serves as a Cybersecurity Analyst and Information Security Advocacy and Engagement Coordinator for USTRANSCOM Command, Control, Communications and Cyber Systems.

    Reviews policies, procedures, and processes to manage and monitor the organization's regulatory, legal, risk, and operational requirements ensuring an understanding of cybersecurity risk posed by commercial partners.

    Conducts risk management assessments to identify relevant threats to security, vulnerabilities, and the potential for exploiting those vulnerabilities. Develops plans and provides options to leadership when discrepancies arise.
    • Provides security posture assessments of Transportation Service Provider's (TSP) networks and systems as well as post incident assessments.
    Provides guidance to TSPs on the cyber security requirements and standards for their software, hardware, and systems environments.

    Maintains FAR, DFARS, NIST, and USTRANSCOM security standards in USTRANSCOM contracts Requirements Conditions of Employment Qualifications You may qualify at the NH 3 , if you fulfill the following qualifications:
    A.

    One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below: Creating, reviewing, and delivering governance documentation, strategies, roadmaps, charters and standards.

    Assessing risk and mission impacts of cyber vulnerabilities utilizing National Institute of Standards and Technology (NIST), Cybersecurity Maturity Model Certification Framework, and the Risk Management Framework (RMF).

    Interpreting and acting upon complex cybersecurity legislative, regulatory, and policy guidance Developing, coordinating, and executing strategic correspondence for senior executives and heads of industry You may qualify at the NH 2, if you fulfill the following qualifications:
    A.

    One year of specialized experience equivalent to the NH-1 (GS-5) grade level in the Federal service as listed below: Creating, reviewing, and delivering governance documentation, strategies, roadmaps, charters and standards.

    Assessing risk and mission impacts of cyber vulnerabilities utilizing National Institute of Standards and Technology (NIST), Cybersecurity Maturity Model Certification Framework, and the Risk Management Framework (RMF).

    Interpreting and acting upon complex cybersecurity legislative, regulatory, and policy guidance Developing, coordinating, and executing strategic correspondence for senior executives and heads of industry Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    Education At the NH-03 level Substitution of education may not be used in lieu of specialized experience for this grade level.

    At the NH-02 level you may qualify if you have completed a 4 year course of study leading to a Bachelor's degree or you have a combination of education and experience that meets the minimum requirement for the position.

    Additional Information Other Notes:
    Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.

    Per DoD M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

    A waiver of this six-month requirement may be granted per DoD M, C or C Failure to receive the proper IA certification could result in removal from this position.

    Employee must meet continuing education and training requirements for IA certification. Failure to maintain the proper IA training could result in removal from this position.
