    Duties


    • Prepare initial project scopes, descriptions, and justifications for necessary facility modifications.
    • Manage preventive maintenance, repair, and construction work to sustain safe and reliable operation of patient care buildings, equipment, and utilities.
    • Budget and execute facility management financial programs that often require frequent modifications.
    • Coordinate with other base organizations and various federal state and local officials to evaluate policies, procedures, and actual maintenance and repair activities.
    • Support institutional preparation for emergency and disaster response.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • A Personnel Security Investigation is required.
    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
    • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
    • A pre-placement medical examination is required.
    • Moderate to heavy lifting up to 50 pounds may be required.
    • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
    • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
    • Must possess and maintain a valid stateside driver's license.
    • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    Basic Requirements for Facility Operations Specialist:

    Specialized Experience:

    One year of specialized experience which includes managing a maintenance program for office or apartment building, hospitals, recreation facilities, military, or other special-purpose installations; inspecting maintenance projects; and interpreting paper or computer based engineering drawings.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration.

    OR

    Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.

    You will be evaluated on the basis of your level of competency in the following areas:

    • Project Planning, Design, and Construction

    Time in Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.
