    INTRODUCTION

    Under the supervision of the Chief Medical Officer (CMO), the Medical Director of Correctional Health is responsible for collaborating with the Health Services Administrator (HSA) and the Director of Nursing (DON) on a number of tasks involving overall clinic management at the Detention Facility. The employee is the responsible health authority and physician of the CDF and CTF health facilities. and shall provide the Department of Corrections, Central Detention Facility (CDF) and Central Treatment Facility (CTF) comprehensive medical care as delineated by UHC.

    MAJOR DUTIES/ESSENTIAL FUNCTIONS

    Essential and other important responsibilities and duties may include, but are not limited to the following:

    • Assists the HSA with the coordination, at least monthly, of the site's Leadership meetings to include the MD, HSA, DON, Director of Mental Health, and management team. These meetings should be designed to promote quality of care, operational efficiency, problem-solving, etc.
    • Assists the Intake Director, at least monthly, with the site's Intake Staff meetings.
    • Conducts, at least monthly, the site's Provider meetings.
    • Assists with identification of supply and equipment needs.
    • Coordinates provider schedule to include approval of scheduled absences. Verifies, signs, and submits leave requests for all providers for processing in accordance with the provider leave policy.
    • Defines and implements, in conjunction with the HSA, site-specific QI initiatives.
    • Chairs the Morbidity and Mortality Committee.
    • Collaborates to improve non-medical systems procedures including appointments and patient flow.
    • Manages peer review process in accordance with protocol. Specifically, the Medical Director is responsible for re-evaluating those charts or providers not meeting the minimum standards and providing feedback. Peer review process with discipline directors is needed in some cases.
    • Collaborates to improve or maintain provider/staff/patient satisfaction, quality of care, and productivity.
    • Oversees clinical judgments of the clinical staff and quality, access, and timeliness of care for inmates at CDF and CTF.
    • Completes annual provider evaluations. MD should receive feedback from the HSA and DON with regard to non-clinical aspects (ie., timeliness, respectfulness, and teamwork with rest of staff).
    • Provides feedback to the HSA and DON with regard to staff evaluations.
    • Monitors and evaluates clinical issues related to nursing performance.
    • Orients new providers to site, and serves as resource to all providers at site.
    • Collaborates with specialty directors for departmental issues as they occur.
    • Conducts meetings with all providers as needed. If any identified issues not resolved to the MD's satisfaction, the MD should then notify CMO for assistance.
    • Participates in monthly MD meetings and the joint HSA-MD QI meeting.
    • Collaborates with the DOC Medical Director in attending to medical alerts and court issues.
    • Reviews Unity's reports on Correctional Health Care for accuracy, and if needed attends to any deficiencies in collaboration with the HSA and DON.
    • Monitors hospital and specialty care utilization.
    • Develops mechanisms, including written agreements, when necessary, to assure that the scope of services is provided and properly monitored.
    • Develops and reviews operational health policies and procedures for Correctional Health Care.
    • Identifies the type of health care providers needed to provide the determined scope of services.
    • Establishes systems for the coordination of care among multidisciplinary health care providers.
    • Other duties as required.

    MINIMUM QUALIFICATIONS

    • Possess and maintain current DC medical, DEA, and CDS Licenses.
    • 3-7 years in an ambulatory care setting with contact with correctional patients preferred, including at least 3 years in a managerial position, Medical Director experience preferred.
    • Medical Director experience in either Corrections or in a Community Health Center preferred.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Knowledge of medicine and medical theory and practice.
    • Ability to remain abreast of the latest developments in healthcare.
    • Possess knowledge and understanding of management principles and practices.
    • Possess knowledge of budget, accounting, procurement, inventory systems and personnel.

    PHYSICAL EFFORT AND WORK ENVIRONMENT

    • Some walking, standing, bending and carrying of light items such as books and paper is required.
    • Must be physically able to sit, stand, and walk for long periods of time. Must be able to bend, lift, and carry files from one location to another.
    • Must have visual acuity and the ability to differentiate colors, and sustain long periods of computer usage.
    • May sit for prolonged periods of time at a desk or in an automobile and/or may use the telephone for long periods of time.
    • The office environment may be stressful with multiple, time-sensitive tasks to be accomplished within a short period of time.
    • Must be able to work any time of the day, independently with minimal supervision, be capable of making sound business decisions, and be detail oriented, alert, and self-motivated.
    • Must be able to effectively manage difficult situations, staff and customers.

    DISTINGUISHING CHARACTERISTICS

    Although the position is assigned a specific shift this position may be assigned alternate shifts to address the needs of Unity Health Care. The position requires: a) integrated management of all administrative support, fiscal and operational aspects of a high traffic administrative office; b) planning, organization, and control of meetings and projects; c) establishment and implementation of workflow patterns and operating standards across multiple internal departmental activities; d) project planning, training, marketing and promotions, development and implementation e) provide leadership that promotes trust, cooperation, and high levels of performance.

    RISKS

    The position's work involves everyday risk and discomforts, which require normal safety precautions typical of such places as offices, meetings, training rooms, and other UHC sites. The work area is adequately lit, heated, and ventilated. All medical services shall be provided according to medically accepted community standards of care. The employee shall provide evidence of a recent (within the past twelve (12) months) health assessment that includes a PPD and/or chest x-ray results.
