USGI is seeking a Rule of Law Management Analyst, referred to as Analyst throughout the rest of this document, provides programmatic development and oversight to the INL/AP Corrections Team.

The Analyst will organize and participate in meetings, seminars, and exercises to develop plans and programs for implementation of judicial sector assistance and provide other general programmatic support to further the Justice Team programs, including drafting, briefing, and research.


GENERAL DESCRIPTION
The U.S.

Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor.

The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.


The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad.

INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The Office of Afghanistan/Pakistan Programs (INL/AP) is part of the INL Bureau.

The Bureau is responsible for the development, supervision, coordination, and implementation of international criminal justice assistance and international narcotics control assistance activities for the Department of State.

INL/AP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Afghanistan and Pakistan.


INL's rule of law portfolio focuses on strengthening Afghanistan's justice system through support for the Government of Afghanistan and civil society.

To accomplish this goal, INL analysts and program officers manage an array of foreign assistance programs in justice sector development, legal training, major crimes, gender justice, legal education, corrections, access to justice, and a comprehensive counternarcotics program.

These programs, funded by INL, are implemented by international organizations, nongovernmental organizations, private contractors, and the Government of Afghanistan.

In addition, INL is engaged in efforts with the Afghan Ministry of Justice, Attorney General's Office, Ministry of Women's Affairs, Ministry of Agriculture, Ministry of Public Health, Supreme Court, Ministry of Interior, Afghan Independent Bar Association, and Afghan Prosecutors' Association.

All Afghanistan teams work collaboratively.


LEVEL OF EFFORT


Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.


TELEWORK


This position has been designated as 60% telework and will require the incumbent to report to the physical work location four times per federal government pay period.

This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in
- person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.


Telework must be authorized in advance by the INL/AP Office Director, INL Contracting Officer (CO), and Contracting Officer's Representative (COR), in accordance with Department of State and INL policies.


POSITION LOCATION
The physical work location is INL/AP's office within SA Columbia Plaza (2401 E Street NW, Washington, DC


CLEARANCE REQUIREMENT


A secret security clearance is required for this position; however, the Analyst can begin work with an interim Secret clearance.


TRAVEL
Domestic and international travel may be required for this position and will be done at the behest of the Office
