    The Housing Development Specialist leads federally funded housing projects within the Housing, Economic and Employment Services Division. Responsibilities include managing the application process, ensuring compliance with Federal regulations, developing legal contracts, providing technical assistance, overseeing administrative and financial aspects, and reporting project activities.

    This role operates on a four-day work week but offers flexibility. It allows for a hybrid function with remote work, office presence, and on-site property work as required.

    Anticipated Hire Range: $70,000.00 – $75,000.00 USD Annual

    Total Base Pay Range: $62,118.03 – $79,200.49 – $96,282.94 USD Annual

    Compensation is based on education, experience, and skills.

    Essential Duties:

    • Manage funding sources for development activities
    • Review and approve applications, conduct financial underwriting, and negotiate contract terms
    • Hold meetings with developers and attorneys, develop necessary documents
    • Utilize systems to record activities, process payments, and manage funding requests
    • Prepare support and funding letters, oversee environmental assessment processes, and ensure compliance with federal regulations
    • Build relationships with partners, participate in committees, and monitor housing affordability data
    • Perform federal planning and reporting, assist with property transfer to asset management, and communicate federal requirements
    • Collect and analyze data on housing affordability
    • Other assigned duties

    Qualifications:

    A true passion for impactful work is as valued as work experience.

    Minimum Qualifications:

    • Bachelor's degree in a related field
    • 5 years' experience in housing and community development, real estate, or public policy analysis
    • Experience in multifamily rental housing, for-sale housing, or supportive housing
    • Proficient in negotiating legal documentation
    • Equivalent combination of education and experience

    Preferred Qualifications:

    • Experience in managing federally financed housing projects
    • Knowledge of affordable housing financing tools
    • Experience with HUD HOME Investment Partnership Program

    Additional Information:
