    Title IX and Student Conduct Officer

    Department:
    Student Affairs - Office of the Vice President for Student Affairs


    SUMMARY:


    The position is a full-time, in-person, 12-month, salaried position responsible for educational programs, outreach and support services, and timely investigations related to Title IX, student conduct, and allegations of retaliation.

    The individual must maintain sufficient knowledge and skills to serve as a subject-matter expert on requirements of and compliance with Title IX, VAWA, Campus SaVE, and related federal and state laws.

    The position requires occasional evening and weekend hours to support operations and signature events and will perform additional responsibilities related to operational and mission-critical needs.

    Approximate percentages for work responsibilities include, for example, 25% for education and training; 65% for investigations; and 10% additional responsibilities.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:


    • Promoting Inclusion, Diversity, Equity, Accessibility, and Sense of belonging (e.g., foster welcoming environment; participate in and ensure students participate in appropriate training and professional development; promote inclusive excellence in programming and service delivery; report policy, legal, and regulatory violations; etc.). This is a core duty for all Student Affairs staff.
    • Investigating and ensuring timely resolution of all reports of sex discrimination, sexual misconduct, sexual harassment, sexual violence, domestic violence, dating violence, and stalking involving students (e.g., intake; interim support measures for complainants and respondents; investigations; gathering and assessing evidence; hearings; referrals; preparing confidential reports containing findings; record-keeping; etc.).
    • Investigating and ensuring timely resolution of all reports of student conduct violations (e.g., interviews; investigations; gathering and assessing evidence; interim support measures; hearings; referrals; preparing confidential reports containing findings; record-keeping; etc.).
    • Reviewing and, as appropriate, acting on information from campus public safety and external police records for use in formal and informal investigative processes.
    • Receiving, processing, investigating, monitoring, and reporting on bias incident reports involving students and assisting and supporting the Bias Incident Report Team as requested.
    • Participating in the Student Affairs emergency on-call efforts.
    • Developing, implementing, and evaluating a comprehensive and exemplary education and training program for employees, students, and student organizations regarding the student code of conduct and the prevention of and response to sexual misconduct, sexual harassment, sexual violence, domestic violence, dating violence, and stalking.
    • Overseeing the provision of conflict resolution services including mediation, conflict coaching, restorative practices, and facilitated dialogue to students upon request (e.g., meeting with complaining parties and using independent judgment to offer conflict resolution and problem-solving alternatives, when appropriate and applicable).
    • Assisting with the maintenance of the institutional database for incident reports, investigation reports, notices, decisions and appeals to ensure complete incident case management records are maintained.
    • Ensuring the preparation and dissemination of educational, print, and web-based materials to inform members of the campus community of policy rights and responsibilities (e.g., Title IX, VAWA, Code of Conduct, etc.).
    • Identifying potential and existing areas of vulnerability and risk within the institution and recommending corrective actions for resolution, including reporting areas of concern or non-compliance.
    • Assisting the Title IX Coordination team in the development, publication, and monitoring of appropriate disclosures, reports, policies, procedures, and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt and equitable resolution of complaints.
    • Serving as the Registered Student Organization (RSO) Conduct Manager (e.g., managing the unit's response to allegations of RSO misconduct by meeting with reporting parties, conducting investigations or informal resolutions, communicating with relevant university offices, monitoring the completion of all RSO sanctions, and serving as the primary point of contact for RSO-affiliated national organizations, etc.).
    • Maintaining current inventory of regulations and statutes relating to sex, gender-based violence including, but not limited to Title VII, Title IX, VAWA, Campus Save Act, and any new legislation on the subject.
    • Performing routine administrative functions as appropriate (e.g., budgeting, report-writing, strategic planning, record-keeping, data collection and management, developing policies and procedures, and evaluation and assessments related to student outcomes, customer/student satisfaction, and program effectiveness). This is a core duty for all Student Affairs staff.
    • Engaging in appropriate and position-specific professional associations to enhance skills, bring and share knowledge, and improve visibility and influence of Millikin University. This is a core duty for all Student Affairs staff.
    • Serving on appropriate university or community committees, councils, and boards as recommended by the supervisor, Vice President for Student Affairs, or University President. This is a core duty for all Student Affairs staff.
    • Assisting colleagues with planning and programming related to signature campus events. This is a core duty for all Student Affairs staff.
    • Performing other mission-critical and job-related duties as assigned based on operational needs.

    QUALIFICATIONS:

    Education and/or Experience


    Required:


    A bachelor's degree or the equivalent combination of education, training and experience from which comparable skills can be acquired and direct or transferable professional experience related to the position.

    Standard 12-month or academic year Graduate Assistantship experiences or comparable roles will count as half-year service time.


    Preferred:

    • Master's degree, JD degree, or terminal degree.
    • Related experiences in a college or university setting.
    • Experience using software or database platforms related to the position.
    • ATIXA or other related certified training.
    • Experience in investigative practices and methodologies.
    • Experience with Title IX or Student Conduct processes noted in duties.
    • Experience supervising staff at any professional level.
    • Experience facilitating, teaching, and/or developing educational or training programs.
    • Experience in student learning assessment or program evaluation.
    • Experience developing and managing budgets.

    Typically considered an exempt/salaried position and will involve normal 8-hour days (sometimes longer), weekends, and off shifts as required to successfully perform job duties.
