    SUMMARY

    Under the immediate supervision of the Energy Services Director, the Project Director, Weatherization Infrastructure supports NCAP's mission through its engagement with the portfolio of energy-related projects. This includes responsibility for all efforts, initiatives and relationships related to the National Community Action Partnership Weatherization Infrastructure Act Local Response Project ("NCAP LRP") as well as research, communications, and network and partner engagement in support of conferences, webinars, meetings, trainings, newsletters, social media, reports, and publications.

    The salary range for this position is $75,000-$80,000 depending on experience. The position is located in NCAP's Washington, DC office, but remote work may be considered. This position will require regular travel within the United States, up to 25% of the time.

    DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS

    • Ensure all grant program, fiscal, and reporting requirements are met for NCAP LRP
    • Work with the Director to ensure that all grant program, fiscal, and reporting requirements are met for all Energy portfolio projects.
    • Engage the network, national partners, and external stakeholders to promote the products of this project.
    • Identify, cultivate, and promote new opportunities for subgrantee engagement as appropriate.
    • Track network engagement in NCAP's Customer Relations Management (CRM) System where appropriate.
    • Monitor subgrantee feedback on barriers to WAP production ramp up, workforce development, and expansion management
    • Manage information and education to the network on clean energy, clean transportation, and healthy housing programs, federal initiatives, and funding opportunities.
    • Identify, create, and grow new points of intersection and opportunities to collaborate with other NCAP teams and projects
    • Attend internal and external meetings about the project timeline, content, and deliverables.
    • Facilitate or conduct virtual and in-person meetings and trainings as needed.
    • Provide leadership for all efforts, initiatives and relationships related to project deliverables
    • Identify or create new opportunities for NCAP to participate in or lead events, forums, and networking opportunities focused on, or relatable to, weatherization expansion.
    • Monitor developments at, and forge new relationships with, key federal agencies, which may affect Weatherization expansion, including but not limited to the Department of Engergy,Department of Health & Human Services, USDA and EPA.
    • Identify points of intersectionality and maximize coordination with Key NCAP initiatives, such as Whole Family Approach, SNAP Employment and Training, and Capacity Building.
    • Travel to key in-person meetings, conferences, seminars, expos, or trade shows as needed
    • Assist in tracking and monitoring trends in the number and type of weatherization subgrantees
    • Coordinate NCAP engagement with federal agencies and national organizations developing, launching, or administering Justice40 energy programs.
    • Monitor and support weatherization and community action involvement in key federal renewable energy programs, such as EPA Solar for All.
    • Respond to certain requests and opportunities from funders, national partners, and the network as needed.
    • Identify, develop, and promote opportunities for WAP subgrantees to leverage residential building expertise, access to property owners, vehicle fleet acquisition and community planning resources in new arenas.
    • Contribute content to the NCAP Energy Partnerships Project's social media, newsletters, webinars, and conference sessions as appropriate.
    • Supervision of staff.

    OTHER DUTIES AND RESPONSIBILITIES

    • Represent the Energy Partnerships Project in internal meetings, projects, and initiatives with other NCAP departments as needed.
    • Represent the NCAP Energy Partnerships Project in conferences, webinars, listening sessions and other interactions with the Community Action Network as appropriate.
    • Track and report progress related to grant deliverables, adjusting in response to project developments as needed.
    • Other duties as assigned by the Project Director.

    QUALIFICATIONS

    • Minimum of five years' experience in weatherization, energy efficiency, or program or policy support at a nonprofit organization or government agency.
    • Bachelor of Arts or Sciences degree, or an equivalent combination of knowledge, skills, and experience, in a relevant field of study, such as energy science, social work, sociology, public policy, or political science, public policy, sociology or education.
    • Experience in relationship management, stakeholder engagement, or networking.
    • Experience in grants management.
    • Experience developing and monitoring project budgets.
    • Excellent oral, written, and group communication skills. This includes public speaking.
    • Experience providing training and technical assistance in a nonprofit or government setting.
    • Basic understanding of the causes and conditions of poverty, anti-poverty approaches and human services delivery.
    • Excellent interpersonal skills and high ethical standards.
    • Sensitivity to diverse cultures, races, and low-income family situations.
    • Ability to collaborate in a fast-paced, team environment.
    • Proficient in Word, PowerPoint, Excel, and Zoom/virtual meeting tools.
    • Ability to work while on work travel.
    • Certified Community Action Professional. Will be expected to pursue CCAP once eligible if not already certified.
