    Job Summary

    *This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework.

    *Approximately 5% travel for stakeholder engagement and supervisory site visits.

    The Home and Community-Based Services (HCBS) Unit Manager is responsible for overseeing all functions of the Licensing Division's HCBS Units, including directly supervising the supervisors of these units. The incumbent ensures that the division adheres to relevant statutes and rules governing the licensing of home and community-based services providers under the Human Services Licensing Act (MN Statutes, Chapter 245A) and Home and Community-Based Services Standards (MN Statutes, Chapter 245D), and the incumbent is recognized as a subject matter expert in laws and rules relating to licensing functions, maltreatment of children and vulnerable adults, background studies, data practices, and related due processes.

    Responsibilities also include but are not limited to:

    • Participates with the Deputy Inspector General, assistant director, and the management team in the planning and development of new initiatives, including legislation, rule development, and other projects vital to the success of the division in fulfilling its duties and meeting its overall mission, goals, and objectives.

    • Assist the Deputy Inspector General and assistant director in identifying and developing legislative initiatives related to HCBS.

    • Oversees the development and implementation of policies, procedures, forms, and referral systems of the HCBS licensing unit in monitoring high-risk providers related to program integrity and fraud.

    • Maintains contemporaneous knowledge of division and unit protocols, policies, and procedures.

    Qualifications

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    • Experience as a supervisor, lead worker, team lead, project lead;

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions.

    o 100+ hours per year time commitment.

    AND

    Five (5) years of work experience in managing home and community-based services program development or operations.

    Experience must demonstrate the following:

    • Knowledge in prevailing philosophies, trends, and methods of service delivery used in home and community-based services.

    • Ensure licensing functions are in compliance with applicable laws.

    • Demonstrated skills and abilities in working with service providers.

    • Assist in the development and drafting of legislation or policies.

    Preferred Qualifications

    • The incumbent must have a general knowledge of the following requirements sufficient to make appropriate referrals and to comply with division protocol:

    o Minnesota Statutes, Chapter 13 (Minnesota Government Data Practices Act)

    o Minnesota Statutes, Chapter 245A (Human Services Licensing Act)

    o Minnesota Statutes, Chapter 245D (Home and Community-Based Services Standards)

    o Minnesota Statutes, Chapter 260E (Maltreatment of Minors Act)

    o Minnesota Statutes, section Vulnerable Adults Act)

    o All applicable Minnesota rules and statutes pertaining to licensure by the Department of Human Services and Minnesota Department of Health

    • Knowledge of Public Employment Labor Relations Act (MN Statutes, Chapter 179A) supervisory duties as well as union contracts.

    • Demonstrated skills and abilities in the development of laws, rules, and/or regulations.

    • Interpret state and federal laws, rules, and regulations.

    • Ability to generate or recognize original ideas and approaches, to work with others, to analyze and operationalize ideas and approaches in order to promote the division's mission, goals, and objectives.

    • Knowledge of supervisory theories and practices.

    • Leadership skills and ability to motivate staff to perform their job duties.

    • Knowledge of and proficiency in managing employee performance within the parameters of collective bargaining agreements.

    • Train licensing staff in the principles, practices, and/or procedures of licensure.

    • Ability to perform in a professional manner consistent with standards appropriate for employees representing the State of Minnesota.

    • Human relations skills sufficient to relate effectively to staff at all levels of the organization as well as members of the public.

    • Ability to allocate, evaluate, and reallocate staff resources to accomplish the goals and objectives of the Licensing Division.

    • Direct group problem solving and negotiation processes to achieve measurable results.

    • Strong written and oral communication skills. Ability to provide effective presentations.

    • Variety of experiences working effectively with others from different backgrounds and cultures.
