Minimum Qualifications

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to an Office Assistant 2, you must have:

  • One year of clerical experience.

Competitive Minimum Qualifications:


You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

For 70.1 or 70.4 transfer to an Office Assistant 2, salary grade (SG)-09, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-07 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description:

  • Answer questions from and provide information to various parties regarding agency activities, transactions, and procedures. Refer inquiries as necessary.
  • Perform routine processing activities, including checking forms for completeness and accuracy.
  • Enter data and information into and retrieve data and information from computerized systems.
  • Verify data previously transcribed or entered to detect errors.
  • Perform various clerical or office assistance tasks such as scanning documents and verifying accuracy of data from scanned documents.
  • Design clerical processing procedures.
  • Gather, compile, and prepare data from manual or automated files and other sources for various reports, publications, records, or other external or internal communications.
  • Respond to questions concerning the operation of the unit or program area.
  • Write responses to correspondence.
  • Resolve work problems.

  • Ability to communicate with diverse people effectively and appropriately on varying levels, both within an agency and as well as outside organizations
  • Experience with the NY Statewide Financial System (SFS).
  • Has an understanding or the ability to understand NYS Travel Guidelines
  • Ability to manage multiple priorities.
  • Ability to think and work independently as well as learn new things and to adjust to change.
  • Ability to assess a problem or situation and provide logical solutions as well as make fact based decisions with little supervision.
  • Ability to stay focused on work and complete assignments in a highly dynamic environment.

Telecommuting:


The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs.

Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.

After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so.

Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
