    Kings County is seeking to fill one immediate vacancy for an Attorney in the Minor's Advocate Office. Appointment may be filled at the appropriate level depending upon qualifications. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.


    The incumbent will perform legal work in the representation of minors involved in Superior Court juvenile proceedings pursuant to Welfare and Institutions Code Sections 300 et seq and 600 et seq; and to perform related duties as required.


    SALARY

    Level I:
    $ $43.44 Hourly; $74, $90,355.20 Annually

    Level II:
    $ $50.43Hourly; $85, $104,894.40 Annually

    Level


    III:
    $ $61.53 Hourly; $104, $127,982.40 Annually

    Level IV:
    $ $67.97 Hourly; $115, $141,377.60 Annually


    BENEFITS PACKAGE


    This position includes CalPERS retirement (see benefits section to determine plan/tier placement); a deferred compensation plan; excellent PPO health, dental, vision, and chiropractic health insurance premiums for employee and eligible dependents; onsite health center for employees and eligible dependents on County health insurance; term life/accidental insurance; in addition to standard sick leave, vacation accruals, and holidays this position receives an additional 80 hours of professional vacation which can be cashed out each fiscal year.


    DISTINGUISHING CHARACTERISTICS
    The Attorney - Child Advocacy classification series is utilized in the Child Advocacy Division of the County Administrative Office.


    Attorney I is the trainee or entry level in the series, utilized for attorneys with minimal or no previous experience in the licensed practice of law.

    Incumbents at this level are assigned, under close supervision, a variety of routine or less difficult work associated with the representation of those minors unable to afford counsel who have cases pending in Juvenile Court consisting of violations of criminal law statutes, dependency cases and termination of parental rights cases.

    Incumbents work under the close supervision of an Attorney III or IV as they develop their skills and knowledge.

    They are expected to advance to the II level when the minimum qualifications have been met for the higher class and satisfactory performance of more difficult and responsible legal work has been demonstrated.

    Attorney II is the experienced level in the series.

    Under the supervision of an Attorney III or IV, incumbents are expected to fully represent those minors unable to afford counsel who have cases pending in Juvenile Court consisting of violations of criminal law statutes, dependency cases and termination of parental rights cases.

    Work is performed exercising considerable independent judgment and initiative and incumbents are expected to complete assignments with little or no assistance and without direct supervision.


    Attorney III is the full experienced level in the series, reporting to an Attorney IV or under the direction of the County Administrative Officer.

    Incumbents are expected to fully represent those minors unable to afford counsel on a broad range of child advocacy issues and in difficult or complex cases pending in Juvenile Court.

    Additionally, an incumbent may be assigned supervisory responsibility for the Child Advocacy Division, including selection, training, evaluation and instruction of other attorneys, professionals and/or legal technical and clerical support staff in the handling of child advocacy legal matters and cases.

    Work is performed exercising considerable independent judgment and initiative and incumbents are expected to complete assignments without assistance or direct supervision.

    Attorney IV is the highest level in the series.

    Under the direction of the Supervising Attorney - Child Advocacy, incumbents are expected to represent those minors unable to afford counsel on a broad range of child advocacy issues and consistently handle the most difficult, responsible and sensitive Juvenile Court cases.

    Additionally, an incumbent may be assigned supervisory and administrative responsibility for the Child Advocacy Division. Work is performed exercising maximum independent latitude, judgment and initiative.

    This class differs from the next lower class of Attorney III in that incumbents have developed a demonstrated expertise in a specialized area of law, serve in an expert advisory capacity to other attorneys in child advocacy matters and cases, and exhibit an in-depth working knowledge of juvenile proceedings and court systems.


    DUTY SAMPLE

    Represents minors in Superior Court juvenile proceedings pursuant to Welfare and Institutions Code Sections 300 et seq and 600 et seq; advises clients on legal rights and alternatives; reviews and examines evidence and interrogates witnesses; prepares and presents cases in Juvenile Court; represents minors at the Appellate Court level where indicated; prepares and/or supervises the preparation of legal documents including but not limited to briefs, legal opinions and pleadings; conducts legal research; analyzes facts in light of relevant legal considerations; prepares correspondence and reports; assists in providing advice, guidance and updates to clients and others on aspects of the law and procedure pertaining to child advocacy matters; expands level of expertise; reads new case and statutory law and legislative changes; attends training seminars; reads and applies training material.

    MINIMUM QUALIFICATIONS Minimum requirements must be met by the closing date

    Education:
    Possession of active, valid membership in the California State Bar is evidence of sufficient education for this classification.


    Experience:

    Attorney I:
    None required.


    Attorney II:

    Two years of experience practicing as a licensed attorney including a minimum of one year of intensive experience in representing parties to WIC 300 and/or 600 proceedings;ORone year of experience as an Attorney I in the Child Advocacy Division in Kings County.

    III:

    Three years of experience practicing as a licensed attorney including a minimum of one year of intensive experience in representing parties to WIC 300 and/or 600 proceedings; OR one year of experience as an Attorney II in Kings County.


    Attorney IV:

    Two years of experience equivalent to an Attorney III - Child Advocacy with Kings County, OR; Three years of experience as a licensed attorney in California representing parties to WIC 300 and 600 proceedings and including demonstrated expertise in one or more specialized areas of law pertaining to child advocacy matters.


    License:
    Possession of a valid California driver's license issued by the State Department of Motor Vehicles.
