- Coordinate and conduct the full range of congressional affairs/communication activities in accordance with procedures and policies set forth by the Department of the Air Force.
- Establish and maintain effective relationships with the Secretary of the Air Force Legislative and Appropriation Liaison offices and HAF/A4C to coordinate requests for information and engagements from Congress.
- Provide direct sound/timely advice/guidance to Headquarters Air Force/Space Force leaders, and advisory/strategy groups, on a broad portfolio of issues.
- Play a lead role in offering guidance on installations issues; strategic basing of weapon systems; encroachment; military construction; housing and housing privatization; design, construction, and maintenance and repair of facilities and infrastructure; the acquisition and disposal of real property/real estate; operations of utility systems; environmental cleanup, compliance, and pollution prevention; operational and facility energy; and Base Realignment and Closure (BRAC).
- Develop, integrate, and execute specific strategies, plans, and programs in support of congressional activity/engagement (e.g., hearing preparation including execution of skull sessions and development of written and oral testimony, interaction with congressional staffers including development/execution of congressional staffer day briefs, responses to congressional/public inquiries).
- Assist with managing congressional and communication related information through the entire lifecycle, to include: assess portfolio equities, set congressional task priorities, delegate work, and provide quality control oversight and consistency of message.
- Monitor legislation including news media reports and public sentiment to assess their effects.
- Assist with writing and editing congressional testimony, speeches, office procedures, publications, manuscripts, and reports and briefings for various audiences.
- Receive, assign for action, and lead the development of responses to inquiries and requests for information from members of congress, congressional committees, and professional congressional staff members.
- Provide support in developing portfolio messaging, ensuring consistency of message to all constituency inquiries.
- Assist in preparing senior leaders for congressional testimonies and hearings involving installations, environment, and energy.
- Develop and maintain Standard Operating Procedures for Late Night Hearing preparations, Congressional Engagement Preparation, congressional RFI management, and executive summaries.
- Assist with preparing annual President's Budget Staffer Day papers and briefs, and annual National Defense Authorization Act (NDAA) Reconciliation with Professional Staff Members.
- Bachelor's Degree in a related field.
- Minimum of 5 years of experience with Congress and DoD legislative processes.
- Understanding of Congress and DoD legislative processes.
- Knowledge and experience with defense appropriations, authorization committees, and legislative engagement requirements is preferred.
- Knowledge of Federal, state, and/or local regulations and statutes, as well as Air Force or DoD regulations and documentation is preferred.
- Ability to obtain and maintain a current SECRET security clearance is required.
- Proficiency in Microsoft Office, including Outlook, Word, Excel, and Access.
