- Adheres to all Environmental Protection Agency and Minnesota Department of Health standards and regulations insuring distribution of high-quality drinking water.
- Implement and complete projects to comply with federal and state regulatory agencies, under Customer Service Director advisement.
- Leads and trains crew in all aspects of distribution maintenance, including but not limited to cleaning and flushing water mains, hydrant repair and maintenance, valve exercising, curb stop repair, dig site restoration and flow testing.
- Schedules and completes sewer and water surveys and required testing in both residential and commercial installations.
- Obtain price quotations and process purchasing materials, supplies and equipment necessary for operations and maintenance of the distribution system.
- Maintain records of work being done and resources utilized. Maintain a spare parts inventory to ensure an adequate resource reserve.
- Work closely with Engineering GIS Department. Ensure mapping of distribution system is correct for locating and asset management purposes.
- Leads locating crew. Provide proper training in utility locating, as well as the care of locating equipment.
- Must be able to communicate with, provide information and assistance to contractors and the City's engineering firm.
- Ability to understand and review plan sets. Attends preconstruction and progress meetings.
- Work jointly with the Water Operations Lead to ensure the water system is running at an efficient and optimal level.
- High school diploma and six years of related experience.
- MN Class B Water license or the ability to obtain within 6 months of hire.
- MN Class D or greater wastewater operator's license.
- MN Class A CDL with air brake and tanker endorsements or ability to obtain license within one year of hire.
- Post High School accredited Vocational Correspondence Course/Technical College certificate or diploma desired.
- Utility Construction Project oversight experience.
- Previous experience leading water distribution operations.
- Excellent command of the English language, both written and oral.

Description
A responsible position involving technical skills and manual ability regarding operation, maintenance, repair and development of the City of Buffalo's water distribution system. Lead and train crew in maintenance and repair projects, oversee locating staff, work closely with GIS Engineering staff, coordinating projects and participating in utility construction projects. Adhere to all EPA and Minnesota Department of Health rules and regulations pertaining to the distribution system, implement and complete projects to maintain regulatory compliance.
Examples of Duties
Water Distribution
1. Works closely and communicates with Customer Service Director in planning capital and maintenance improvements to the water distribution system and outlying facilities.
2. Assists Customer Service Director, as directed and needed, in completion of duties.
3. Participates in public water conservation education and tours of the water system and facilities.
4. Trains fellow employees in water distribution operation and maintenance as directed by Customer Service Director.
5. Required to perform on-call duties on a rotational basis responding to water utility emergencies and provide aid to other departments when needed.
6. Observe and adhere to all general work rules as stated in the employee handbook.
7. Follow all safety procedures and OSHA guidelines.
8. Ensure that inspections and maintenance on trucks, tools and safety equipment are performed and any inadequacy is reported to the supervisor.
9. Respond to all inquiries and concerns such as high-water usage, curb stop repair and conservation questions, in a polite, prompt, professional manner, referring to the supervisor when necessary.
10. Perform all other duties as assigned by the supervisor, not only in the water department, but to assist other departments as deemed necessary.
11. Must maintain required water and wastewater operator licensure through MDH and MPCA approved schooling.
