    Job Summary

    *Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available.

    This position is responsible for leading the Behavioral Health Division's project activities for implementation of the Black, Indigenous and People of Color (BIPOC) substance use disorder (SUD) primary prevention grants. The position exists to work with BIPOC communities and providers to create SUD primary prevention service infrastructure. The duties and tasks of the incumbent include taking responsibility for policy development, planning and implementation of primary prevention services and projects overseen by the Behavioral Health Division as they relate to evidence-based practices and promising strategies tailored to BIPOC populations. The incumbent will coordinate, facilitate and provide training and knowledge transfer opportunities to scale data driven, promising and proven SUD prevention strategies across BIPOC communities. The duties and tasks include community engagement and outreach, grant management and monitoring, policy development, planning, implementation and technical assistance. BIPOC SUD primary prevention service grants will use the Strategic Prevention Framework and the Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Prevention's (CSAP) Prevention Strategies as models in each phase of this initiative. The employee will report to the Promotion, Prevention and Early Intervention supervisor and be a member of the Substance Abuse Primary Prevention team. They will provide consultation, direction and oversight to this initiative. The incumbent, while reporting directly to a supervisor, will also report on duties as assigned, initiatives, projects, and outcomes to other staff, including supervisors and managers within the division or department. The work of this position will involve participation in the broad-based divisional and departmental efforts to implement and operationalize promising and proven practices which prevent substance use in BIPOC communities.

    Qualifications

    Minimum Qualifications

    Three (3) years professional experience demonstrating expertise working with community-based behavioral health programs.

    Experience must include:
    • Practical understanding for SUD prevention service strategies that includes early interventions, treatment, or recovery programs within BIPOC populations.
    • Knowledge of contracts and/or grants.
    • Grant knowledge roles and relationships of county, tribal, state, and federal governments.
    • Lived experience in an Urban BIPOC community or experience working with BIPOC communities providing services.
    • Technically proficient at using video conferencing programs and researching databases.
    • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and Outlook.
    *Bachelor's Degree in Psychology, Human Services, Social Work, Public Health, or related fields may substitute for one (1) year of work experience.

    **Master's Degree in Psychology, Human Services, Social Work, Public Health, or related fields may substitute for two (2) years of work experience

    Preferred Qualifications
    • Variety of experiences working effectively with others from different backgrounds and cultures.
    • Bachelor's Degree or higher in Psychology, Human Services, Social Work, Public Health, or related fields.
    • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
    • Ability give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.
