ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS:
Non rotating work week, Monday - Friday, 8:00am - 5:00pm. Must be able to work overtime as needed to accomplish department objectives.
Responsibilities
Directs and manages support staffing/processes for project execution through to completion.
Assist in updating/improvement of specifications and other construction documents to maintain local and state regulatory requirements and improve processes; manage support team for successful execution and completion of engineering projects.
Requires a high level of technical proficiency as well as coordination and administrative responsibilities; coordinates the efforts of a multi-discipline, multi-agency project team to complete a defined assignment or CIP.
Develop and implement departmental operations by: identifying, evaluating, and providing improvement recommendations on processes and work flow; assists in the preparation of preliminary and long range plans, schedules, estimates, budgets, specifications, special conditions, and agreements; and by provides oversight of project progress from design through completion.
Inspects and monitors projects for legal compliance by reviewing work completed by contractors; and ensuring compliance with specifications by completing complex calculations that are used to further provide analysis of preliminary results of a project.
Develops standard operating procedures, policies and ordinances for various contracts and/or projects; providing analysis and recommendation of performance of various personnel assigned by contracts or projects.
Implements and administers programs related to information and data management including records management systems and technology; provides assistance to the Director and Executive Director in daily department operations.
Supervise and direct staff in providing comprehensive human resources services ensuring compliance with City policies pertaining to compensation, recruitment, employment practices, employee grievance and performance appraisals; Evaluates and analyzes the strategic training needs of the department and develops and implements plans; facilitates all staffing requisitions.
Qualifications
Bachelor's degree in Public Administration, Accounting or related field, with six (6) years of progressively responsible professional administrative experience working in an engineering department or setting and three (3) years of planning or supervision.
Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
Basis of RatingApplication review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
