    ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS:

    Non rotating 40 hour work week, Monday through Friday 8:00 AM - 5:00 PM; occasional community meetings or events before 8:00 AM or after 5:00 PM or on weekends as required.

    Responsibilities


    Must be able to relate to other people beyond giving and receiving instructions by getting along with co-workers, or peers without exhibiting behavioral extremes, performing work activities requiring negotiating, instructing, supervising, persuading, or communicating with others; and responding appropriately to criticism from administrative management.

    A Compliance Officer Supervisor manages daily activities of compliance officers and responds to citizen questions and complaints; resolves public complaints and insures appropriate follow up is performed; makes personal contact to educate the general public concerning property maintenance and proper disposal of litter ad solid waste within the City limits; coordinate workflow and investigations of direct reports that are assigned to inspect specific areas of the City; supervises investigations and enforcement the City Building and Housing Standards Code, City Code of Ordinances, City Zoning Ordinances, Unified Development Code, City Building Code, City Solid Waste Ordinances, Texas Health and Safety Codes, Texas Administrative Code and other applicable laws and statutes in accordance with preserving the health, safety, and welfare of the general public.


    A Compliance Officer Supervisor will ensure standard operating procedures are being adhered to by direct reports in their investigations of property maintenance violations, solid waste violations, zoning violations, building permit violations, vacant buildings, sub-standard structures, etc.

    Monitor and evaluate compliance officer caseload and resolution completion rate. Assist with or conduct investigations as needed. Cover compliance officer assignments for absences or position vacancies. Train new hires on ordinances, laws, rules and division protocol and City policies.


    A Compliance Officer Supervisor will communicate daily with citizens to educate property owners, tenants and other responsible parties on expectations to achieve compliance with applicable Codes and Laws.

    Make direct contact with violators and complainants to exhaust all efforts to assist with the resolution of blighted conditions throughout the City.

    Respond and resolve internal and external customer complaints in regard to division procedures or personnel matters involving code enforcement staff.

    Ensure compliance officers are following through with correspondence concerning complaints and solutions for responsible parties to attain compliance with applicable Codes and Laws.

    A Compliance Officer Supervisor will Research and resolve billing and lien disputes for abatements completed by third party contractors. Research and provide response to Open Records Requests associated with code enforcement operations. Monitor attendance of direct reports and approve leave requests.

    Evaluate job performance of compliance officers and provide status reports to division administrator and police captain-in-charge on special projects, case load, and resolution efforts.

    Administer disciplinary action when necessary. Serve as division liaison at the Building Standards Board hearings. Meet with City legal representation to discuss litigation matters and clarification of ordinance interpretations. Represent the code enforcement at internal and community meetings and public presentations. Monitor contractor job performance and abatement prices to insure consistent and fair payment for services provided. Maintain professional and technical knowledge and skills by obtaining and keeping required licenses and certifications current. Duties of this position require traveling to sites within the city. May be asked to perform other duties as assigned.

    Qualifications

    Associate's degree required and two (2) years of directly related work experience. A combination of education and experience may be considered. A Texas Department of State Health Services Certification as a Registered Code Enforcement Officer is required. Intermediate/Advanced/Code Enforcement Officer II Training Certification will be required within one year of hire. A valid driver's license is required.

    Successful out of state candidate must be able to attain a valid Texas driver's license within 90 days of hire.

    Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
