    New York City Emergency Management (NYCEM) supports New Yorkers through preparedness, education, and response in emergencies. Over 200 professionals work at NYCEM, contributing diverse expertise to citywide emergency planning and response efforts.


    Office of Strategic Operations: The Office of Strategic Operations (OSO) oversees high-priority initiatives enhancing emergency management for the City. OSO comprises three units:

    (1) Analysis & Evaluation Unit

    (2) Strategy & Innovation Unit

    (3) Continuity of Operations Unit

    JOB DESCRIPTION

    The Strategy & Innovation (S&I) Unit plans to enhance the City's emergency management capability and leads strategic initiatives. The Strategic Initiatives Program Manager will spearhead the implementation of strategic initiatives improving the City's response and operations, requiring project management, communication, stakeholder engagement, and adaptability.

    The chosen candidate will:

    • Manage high-priority projects involving multiple NYCEM Units or City agencies;
    • Collaborate with partners to strategize solutions to complex issues;
    • Support interagency collaboration efforts;
    • Brief executives on proposals and progress;
    • Assist with internal strategic planning;
    • Research trends in emergency management;
    • Support various OSO activities;
    • Assist with strategic initiatives and projects.


    PREFERRED SKILLS

    • Experience in project management and emergency management;
    • Strong organizational and communication skills;
    • Ability to manage multiple priorities in a fast-paced environment;
    • Stakeholder engagement and interpersonal skills;
    • Proficiency in Microsoft Word, Excel, Powerpoint;
    • Analytical experience; and
    • Relevant graduate degree.

    MINIMUM QUALIFICATION REQUIREMENTS

    1. A four-year high school diploma or equivalent and six years of professional experience in relevant fields; or

    2. A bachelor's degree and two years of professional experience; or

    3. A master's degree and one year of professional experience.

    NOTE: New York City residency is usually required within 90 days of appointment.
