    Under general administrative direction, to plan, organize, direct and manage the activities and operations of the assigned programs within a County Department; and to do related work as required.

    SUPERVISION EXERCISEDExercises direct supervision over professional, technical and clerical staff.
    Examples of Duties

    EXAMPLES OF DUTIES

    Supervises, assigns, coordinates, reviews, and participates in the work of assigned staff; provides supervision and training to assigned staff; assigns and evaluates staff work; ensures adherence to appropriate policies and procedures; provides assistance with and performs the most difficult and complex budgetary, financial and statistical reports; compiles budgetary, financial, and statistical data and develops various budgetary/financial statements, summaries, and reports in compliance with applicable guidelines; reviews budgetary, financial, and statistical reports from various computerized systems to determine accuracy and compliance with applicable legislation; prepares correcting journal entries, transfers, and/or resolutions affecting budgetary accounts as needed; recommends procedural changes to improve the efficiency and accuracy of department operations; performs audits of County departments, grants, and programs; develops audit programs, internal control questionnaires, time budgets, and personnel assignments; presents audit findings both verbally and in writing; provides technical support to external and government program auditors; prepares external Federal and State mandated financial reports; performs County-wide internal audit functions, and the preparation of internally and externally mandated financial reports; establishes and maintains the County tax rolls including audits and assessment notices; establishes proper preparations for tax bills; assigns rates and calculates taxes; processes, audits, and analyzes tax roll changes; maintains tax roll fiscal balances; computes tax penalties; maintains controls for delinquent taxes; participates in apportionment of tax roll monies to accounts and funds; consults with and advises other County departments, special districts, other government jurisdictions and the public on financial and accounting matters; utilizes a variety of computer applications; oversees and participates in the preparation, completion, and maintenance of a variety of records and reports; prepares reports and necessary correspondence.

    Employment Standards / Minimum Qualifications

    Knowledge of:
    • Accounting theory, principles, and practices, and their applications to a variety of accounting transactions and problems.
    • Auditing theory, principles, and techniques, and their application to government finance.
    • Policies, operations, and functions of the County Auditor-Controller's Office.
    • Principles of supervision, training, and performance evaluation.Budgetary, accounting and auditing principles and practices, including financial statement preparation, budget publication, and other mandated compliance reports.
    • Pertinent Federal, State, and local laws, codes, and regulations affecting the financial operations of the County, Special Districts and other government entities.
    • Principles and procedures of financial reports and statement preparation.
      Principles of account classification.
    • Modern office practices, methods, and computer equipment.
    • Spreadsheet and database applications and operations.
    Skill to:
    • Operate modern office equipment including computer agreement
    Ability to:
    • Understand, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned departmental functions, as well as general accounting principles.
    • Supervise, train, and evaluate assigned staff.
    • Prepare, coordinate and oversee the preparation of financial statements and reports.
      Review, analyze, evaluate, and reconcile complex financial and accounting records and reports.
    • Utilize existing computer reports and prepare spreadsheets and data based reports.
      Perform departmental, grant and program audits.
    • Prepare accurate financial reports and statements, budget reports, and other statements as needed.
    • Make mathematical calculations quickly and accurately.
    • Provide advice and guidance to others concerning budget, financial, and accounting records and information.
    • Interpret and apply complex legislative guidelines.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
    EXPERIENCE AND TRAINING GUIDELINES

    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:Four (4) years of professional level experience in accounting and/or auditing, or governmental accounting experience comparable to that of an Accountant-Auditor I/II/Senior. One (1) year of the experience must have been gained in a lead or supervisory capacity.

    Training:Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, finance or a related field. Additional professional or technical level accounting and/or auditing experience may be substituted for the education on a year-for-year basis.

    Special Requirements:Essential duties require the following physical skills and work environment:

    Ability to work in a standard office environment.

    Application Process

    The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training and experience relative to the required knowledge and abilities for the position.     Placement on Eligible List:
    The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

    Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

    Benefits of employment with the County of Madera include:
    • 13 paid holidays per year;
    • 1 sick leave day per month (unlimited accrual);
    • 2 weeks paid vacation after 1 year, vacation accrual increasing thereafter with years of service (45 days maximum accrual);
    • Membership in the California Public Employees' Retirement System (CalPERS), with an enhanced 2.7% @ 55 retirement benefit formula (based on the highest 12 months with the employee paying 8% toward the retirement cost) for those individuals with current or prior qualifying public sector service that establishes eligibility as a "classic member" pursuant to the provisions of California's 2013 Pension Reform Act (Act) and CalPERS Regulations. Individuals with no current or prior qualifying public sector service, and who are defined as new members or new employees under the Act, will be eligible for the 2% @ 62 retirement benefit formula (based on the highest 36-months with the employee paying 7.75% toward the retirement cost);
    • County participates in the Public Employees' Retirement System Health Benefit Program and for certain selected health plans, the County pays 95% of health insurance premium for employee and 50% for either two-party or dependent coverage;
    • Additional salary increases after 10, 15, and 20 years of service.
