Under general administrative direction, to plan, organize, direct and manage the activities and operations of the assigned programs within a County Department; and to do related work as required.

Supervises, assigns, coordinates, reviews, and participates in the work of assigned staff; provides supervision and training to assigned staff; assigns and evaluates staff work; ensures adherence to appropriate policies and procedures; provides assistance with and performs the most difficult and complex budgetary, financial and statistical reports; compiles budgetary, financial, and statistical data and develops various budgetary/financial statements, summaries, and reports in compliance with applicable guidelines; reviews budgetary, financial, and statistical reports from various computerized systems to determine accuracy and compliance with applicable legislation; prepares correcting journal entries, transfers, and/or resolutions affecting budgetary accounts as needed; recommends procedural changes to improve the efficiency and accuracy of department operations; performs audits of County departments, grants, and programs; develops audit programs, internal control questionnaires, time budgets, and personnel assignments; presents audit findings both verbally and in writing; provides technical support to external and government program auditors; prepares external Federal and State mandated financial reports; performs County-wide internal audit functions, and the preparation of internally and externally mandated financial reports; establishes and maintains the County tax rolls including audits and assessment notices; establishes proper preparations for tax bills; assigns rates and calculates taxes; processes, audits, and analyzes tax roll changes; maintains tax roll fiscal balances; computes tax penalties; maintains controls for delinquent taxes; participates in apportionment of tax roll monies to accounts and funds; consults with and advises other County departments, special districts, other government jurisdictions and the public on financial and accounting matters; utilizes a variety of computer applications; oversees and participates in the preparation, completion, and maintenance of a variety of records and reports; prepares reports and necessary correspondence.

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:Four (4) years of professional level experience in accounting and/or auditing, or governmental accounting experience comparable to that of an Accountant-Auditor I/II/Senior. One (1) year of the experience must have been gained in a lead or supervisory capacity.
Training:Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, finance or a related field. Additional professional or technical level accounting and/or auditing experience may be substituted for the education on a year-for-year basis.
Special Requirements:Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment.

Placement on Eligible List:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
