    Position Title: Management Analyst Senior

    Location:U.S. Coast Guard Headquarters, Washington, DC / Remote Work/Telework is at the discretion of the Government.


    OneZero Solutions is searching for a Senior Management Analyst. The Senior Management Analyst will be responsible for conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification and measurement studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively.

    Responsibilities:

    • Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
    • Possess and apply a comprehensive knowledge across key tasks and high impact assignments.
    • Plan and lead major technology assignments.
    • Evaluate performance results and recommend major changes affecting short-term project growth and success.
    • Function as a technical expert across multiple project assignments.

    Qualifications/Background Profile:

    • Knowledge and experience in working with federal government/military records is required.
    • Knowledge of NARA database applications Electronic Records Archive (ERA), Archive and Records Centers Information System (ARCIS).
    • Ability to read, interpret, and apply Federal policy, directives, and regulations.
    • Ability to manage multiple projects simultaneously.
    • Experience using Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), MS Teams, SharePoint, MS Project, and Visio.
    • Experience drafting policy, point papers, detailed reports, white papers, transition plans, action plans, briefings, training, and PowerPoint presentations.
    • Experience in basic fact-gathering, research methodology, data collection, and analysis.
    • Experience in adjudicating programmatic amendments to Federal records retention policies for NARA review and approval boards.
    • Experience in creating standard operational procedures/tutorials and making decisions.
    • Experience implementing/deploying NARA Universal Electronic Records Management requirements.
    • Experience cross-referencing, researching, and analyzing NARA Federal records retention schedules.
