    The PUBLIC HEALTH DEPUTY DIRECTOR serves as a senior leader on the Public Health Management Team and is responsible for providing nursing leadership and oversight for client and family-based public health programs and initiatives. This position will apply a strategic and high-level perspective to assigned areas using specialized knowledge and supporting department supervisors and managers in accomplishing program, department, division, and county goals and objectives. Responsibilities include policy and program planning and implementation, budget management, supervision and personnel management, contract and grant management, and management of program operations and projects. In the absence of the Public Health Director, this position may assume duties and responsibilities for oversight of departmental operations.


    Location & Schedule
    This hybrid position offers telework and in-person work at our Western Service Center in Apple Valley, MN, and department representation throughout Dakota County. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).

    What You'll Do
    As a Public Health Deputy Director, you will:

    • Promote a diverse, inclusive, culturally competent, and respectful workplace.

    • Work closely with two other deputy directors to ensure collaboration and coordination among department programs.
    • Supervise a group of public health professional leaders and provide clinical nursing oversight of assigned work units.
    • Monitor and analyze reports and work plans, including work/program output and outcome measures; prepare reports and grant proposals.
    • Develop budget recommendations and analyze, monitor, and control expenses at a department level.
    • Manage and oversee departmental grants.
    • Participate in the development and monitoring of service contracts and grants.
    • Participate as a leader in emergency preparedness training, exercises, and responses.

    Minimum Qualifications

    NEED TO HAVE QUALIFICATIONS

    • Bachelor's degree in Nursing, Public Health, or Community Health or closely related field
    AND
    • Master's degree in Nursing, Public Health, or Community Health or closely related field
    AND
    • Five years or progressive supervisory and management experience in Public Health
    OR
    • An equivalent combination of education and experience
    REQUIRED LICENSES
    • License as a Registered Nurse
    • Registration as a Public Health Nurse in Minnesota

    NICE TO HAVE QUALIFICATIONS

    • Previous experience supervising Family Health, Family Home Visiting, and/or WIC program
    • Previous experience in strategic planning and quality improvement
    • Previous experience working with budgets, grants and contracts

    Duties & Responsibilities

    These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

    1. Provide direct supervision and consultation to Public Health Supervisors. Assure effective personnel management, including staff development, performance management, disciplinary action, and relationships with collective bargaining units.
    2. Provide oversight in the planning, development, implementation, and evaluation of assigned Public Health programs and policies. This includes delegating program management responsibilities to supervisors, assess program/service outcomes, participate in community health needs assessment and planning processes, and program and grant reporting.
    3. Develop and manage program and personnel budgets, delegate budget monitoring and analysis responsibilities to supervisors to assure service revenues are maximized and budget projections are met.
    4. Provide leadership that supports Public Health accreditation with an emphasis on performance management processes and measurements.
    5. Oversee the development and management of purchase of service contracts and other contractual agreements.
    6. Assure comprehensive orientation of new staff to public health programs, departmental and professional standards, which include individual, community, and system levels of practice.
    7. Supervise and manage personnel including delegation of responsibilities, providing work direction and guidance, overseeing work products, building a team, and managing staff performance issues.
    8. Represent the Department, Division, and County at local, regional, and state levels through work groups, task forces, collaborative initiatives, and other capacities.
    9. Develop budget recommendations. Analyze, monitor, and control program expenses and revenues. Implement budget modifications as directed.
    10. Collaborate with State Health and Human Service agencies, medical and health systems/personnel, other Public Health units, Community Services, County departments, community agencies, and communities to increase awareness of Public Health programs and resources and to coordinate integrated service delivery.
    11. Participate in the development and monitoring of purchase of service contracts.
    12. Represent the Department and County to the public and to internal and external groups and organizations.
    13. Provide a lead role in emergency preparedness trainings, exercises, and responses.
    14. Provide a lead role in department budgeting process and management.
    15. In the absence of the Public Health Director, may assume duties and responsibilities for oversight of departmental operations.

    • Budget Performance & Financial Mgmt.: Identify strategies for determining budget priorities based on federal, state, and local financial contributions, thoughtfully forecasts potential budget shortfalls, and develops/implements appropriate oversight and auditing procedures to ensure adherence to fiscal policies, and problem solves budget issues.
    • Employee Development and Supervision: Establishes training plans for each direct report, ensures best practice training for staff in department, and participates in mentoring and peer review or coaching opportunities.
    • Performance & Project Management (Outcomes/Impact): Engaged in a least 1 new process improvement initiative in calendar year. Establishes key outcomes that are measurable for program areas in department, monthly data analysis on programmatic outcomes in key identified areas of practice, and actively uses data to influence management decisions.
    • Adaptive Leadership: Participates with staff and other managers to identify key values and shared vision as guiding principles for service implementation and operational integration. Leadership style is adapted to current needs of department, and is timely, responsive, and considerate to all management and staff within the department and division.
    • Teamwork: Works respectfully & effectively with managers and leadership within department, division, and creates a work environment amongst direct reporting staff that encourages and proves impactful outcomes through teamwork and supports inclusion, equity, and diversion.

    WORK ENVIRONMENT: Work is performed under a hybrid model with telework, in a county office building, or throughout Dakota County. Work is primarily sedentary; it is usually accomplished while incumbent is comfortably seated at a desk or table. Work is typically performed in an adequately lighted and climate-controlled office. There is some walking and some travel to meetings and conferences away from the regular place of work. Items carried typically include light objects such as briefcases, notebooks, work papers, and data printouts.
