    The primary purpose of this position is to function as the Master Scheduler responsible for planning, developing, implementing, and revising the master production schedule that drives the entire aircraft depot maintenance repair process for the production line.

    Responsibilities Responsible for development, implementation, analysis, and revision of the master production schedule for aircraft maintenance production plan throughputs.

    Implements and controls the master production schedule to include evaluating lead-time changes, assessing unanticipated materiel/production problems and their impact on existing schedules, controlling priorities and meeting critical milestones.

    Performs studies and projects on issues on productivity, quality, capability, functions and work processes, and the use of manpower to determine whether substantial modification is required to improve the efficiency of the entire production plan.

    Assist the overall scheduling effort through monitoring of information contained in maintenance production/supply data systems.

    Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

    SPECIALIZED EXPERIENCE:

    Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

    Examples of specialized experience includes planning, developing, implementing, and revising aircraft production schedules; Assessing programmed work requirements to minimize negative impact of materiel/production problems; Utilizing historical analysis, forecasting, capacity planning and simulation modeling on productivity, work processes, and manpower to determine production efficiency.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)


    POSITIONS:
    Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

    TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

    Knowledge of variety of Maintenance/Material Management information systems and their interrelationships. 2.

    Knowledge of the Maintenance process plan, including routes, bills of material item master lists, labor standards, process standards, work methods, facility utilization, manpower utilization, and funding issues.

    3. Knowledge, skill, and experience to prevent or alleviate unanticipated production/processing delays, scheduling conflicts and last of required material/manpower shortages. 4.

    Knowledge of the major issues, goals, objectives, work processes and administrative operation of the organization, including various workload and funding classes and categories.

    5. Knowledge of Aircraft records keeping, process and history. 6. Extensive knowledge of critical path analysis. 7. Ability to plan, schedule, and take corrective action to meet emergency and regular aircraft production workload requirements. 8.

    Ability to interpret technical data, standards, and instructions to relate them proper to the type of aircraft in preparing production plans and schedules.

    9. Ability to establish and maintain good working relationships with others.


    WORK ENVIRONMENT:
    Works primarily in an office environment. Is periodically required to visit shop/potentially hazardous industrial areas. May be required to wear protective equipment/clothing.


    PART-TIME OR UNPAID EXPERIENCE:
    Credit will be given for appropriate unpaid and or part-time work.

    You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


    VOLUNTEER WORK EXPERIENCE:

    Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

    Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    Education completed in foreign colleges or universities may be used to meet the requirements.

    You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S.
