- Perform job functions within Federal, State, and local laws related to purchasing/contracts and guidelines.
- Implement and utilize Purchase Order system for District purchases.
- Communicate regularly with staff in submittal and processing of purchase request forms.
- Work closely with staff to prepare purchase specifications.
- Identify qualified vendors, analyze quotes, and process orders.
- Coordinate purchasing services, including, but not limited to furnishings, office equipment, office supplies, vehicles, other capital equipment, and other miscellaneous products and supplies.
- Coordinate other administrative services, including, but not limited to, District property insurance, warranties, surplus property disposal, and external leases on District property.
- Investigate complaints and concerns related to contracted services and recommend corrective action.
- Act as back-up for other Finance Department staff functions with associated cross-training.
- Other business duties as needed or required.
- Bachelor's degree in business management, finance, logistics, supply management or related field
- Knowledge of State and District purchasing regulations/guidelines.
- Ability to communicate effectively both verbally and in writing.
- Ability to form and maintain effective relationships with co-workers and vendors.
- Knowledge of automated systems and software for purchasing, contracts, and other types of acquisition methods.
- Skill in the use of computer software packages such as Microsoft Excel, Word, Outlook and Power Point.
- Valid Class C Texas Driver's License or ability to transfer from another state.

The Purchasing Specialist performs multiple duties related to procurement of materials, equipment, and services necessary to provide for successful District operations.
