    Position Purpose:

    The Clinical Director is a licensed clinician (LMFT, LCSW, PsyD) responsible for overseeing the clinical operation of the Drug Medi-Cal Inpatient and Outpatient Treatment Program. This role involves supervising clinical staff and managing the day-to-day operations of a non-medical inpatient program focused on substance abuse. The program is designed to provide counseling and supportive services for individuals with alcohol and drug misuse-related issues, including women, their children, and eligible family members.

    The Director is committed to upholding the mission of JWCH, which is to improve the health status and well-being of underserved populations in Los Angeles County. This position is funded through contracts with the Los Angeles County Department of Public Health, Substance Abuse Prevention and Control Division, and a SAMHSA CSAT federal grant.

    Principal Responsibilities:

    1. Work collaboratively with an interdisciplinary team to provide comprehensive addiction services to women and their children residing at Mini House Residential Program and enrolled in Outpatient Services.
    2. Oversee the clinical deliverables of the DMC and SAMHSA contracts/grants.
    3. Responsible for the daily clinical program and the operation of inpatient and outpatient services.
    4. Supervise an interdisciplinary team, including counselors, therapists, medical staff, and student interns.
    5. Advise the Program Director on clinical trends, presenting behaviors, outcomes, and staff dynamics and challenges.
    6. Meet regularly with the Quality Assurance and Evaluation Officer to ensure chart compliance, monitor staff productivity and billing, identify common errors, and ensure clients meet weekly service hours.
    7. Responsible for staff scheduling, daily coverage, hiring, training, evaluating staff performance, and assisting in disciplinary proceedings.
    8. Responsible for ensuring that staff have the necessary equipment and supplies needed to fulfill their job responsibilities.
    9. Ensure that all staff provide services in an ethical and effective manner within federal, state, and local regulations.
    10. Responsible for delivering and overseeing LPHA administrative duties, including DMC authorizations, medical necessity documentation, and reauthorizations.
    11. Responsible for ensuring that clients meet weekly clinical and therapeutic hours as per the contract.
    12. Responsible for making program decisions, demonstrating sound and accurate judgment, and making timely decisions in the representation of the clinical team.
    13. Ensure the quality of care for women seeking addiction treatment services.
    14. Communicate regularly with the Medical Director regarding new admissions and ongoing medical status.
    15. Coordinate the admission process with the Intake Coordinator and take responsibility for the clinical components of admission.
    16. Assess client needs for psychiatric referral for psychotropic medication and make timely referrals.
    17. Review medication management and medication logbook compliance with medical staff.
    18. Oversee or facilitate evidence-based treatment groups focusing on trauma, substance use, parenting, and psychoeducation, including Seeking Safety, Helping Women Recover, and DBT.
    19. Oversee the creation of individualized treatment plans based on information obtained during screening and assessment, in coordination with substance abuse counselors, and update treatment plans per compliance standards.
    20. Conduct clinical services with families, including therapy, educational sessions, and family support nights.
    21. Coordinate clinical activities for holidays, cultural events, and therapeutic outings.
    22. Conduct regular staff meetings for all clinical personnel to discuss matters related to treatment issues, policies, procedures, case management, and staff relations.
    23. Provide in-service training and professional development to staff and trainees on mental health topics, as required.
    24. Document services to be completed within 72 hours of service using Electronic Health Record (SAGE) and PPW documentation requirements per the federal grant.
    25. Oversee and maintain communication with JWCH physicians, Family Planning, MAT, and other JWCH departments.
    26. Provide weekly and monthly reports on program activities and outcomes.
    27. Complete required training hours per SAPC contract each fiscal year.
    28. Self-identify potentially unsafe systems/processes/situations and take the initiative to report them to the Program Administrator.
    29. Perform other duties as assigned.

    Requirements:

    1. Two (2) years' experience working in addiction treatment and mental health fields with women, children, and their families.
    2. Two (2) years' experience in a management position overseeing clinical staff.
    3. Master's degree in social work from an accredited college or university.
    4. Two (2) years post-license from the State of California, Board of Behavioral Sciences.
    5. Culturally competent in working with minority, low-income, and vulnerable populations.
    6. Able to work holidays and other non-traditional workdays and hours.
    7. Knowledgeable and trained in evidence-based treatments, such as, but not limited to, Helping Women Recover, Motivational Interviewing, Celebrating Families, Nurturing Parenting, and Seeking Safety.
    8. Demonstrated understanding of the impact of trauma on behavioral and medical conditions.
    9. Knowledge of women who have experienced homelessness, addiction, trauma, and substance abuse.
    10. Excellent documentation, oral, and written communication skills.
    11. Bilingual capabilities in English and Spanish are preferred.

    *All JWCH, Wesley Health Centers workforce members must be fully vaccinated against COVID-19 as a condition of employment.
