    CLASS DESCRIPTION


    The Baltimore City Department of Housing and Community Development is seeking an Operations Officer IV/ Director of Project Development for the Development Division - Land Management Section.


    The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement.

    With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers.

    Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs.

    The Land Management section of DHCD's Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment.

    The Project Development team works closely with other City Agencies and private developers and focuses primarily on complex or large site assembly and real estate transactions that often include complex financing.


    ESSENTIAL FUNCTIONS
    Manages a team of Real Estate Officers that serve as project managers various projects and transactions.

    Oversees the acquisition, disposition, and negotiation of sale of City-owned property for a variety of public or private redevelopment projects.

    Provides training to team and within the Development Division on processes and procedures.

    Routinely works with other City Agencies and State Agencies and real estate professionals to help facilitate land assembly, property transfers, property appraisals/title work, land recordation and contracts.

    May perform as a project manager for a budgeted project that is intra-divisional or programmatic in scope.

    Contributes to the modification and creation of policy, procedures, contracts, and regulations for specific areas of the Division and Agency.

    Routinely employs, written and verbal communication to advise, inform, and educate.
    Team administration and other duties as assigned.


    EDUCATION
    ANDEXPERIENCE REQUIREMENTS


    EDUCATION :

    Have a bachelor's degree in real estate development, Urban & Regional Planning, or related field from an accredited college or university.


    AND

    EXPERIENCE :
    Have 6 years of experience in real estate development, community development, project management and team management. Previous work lead experience may be required.

    NOTES(EQUIVALENCIES):

    Have an equivalent combination of education, project management and team management may be accepted.

    Ability to work in close collaboration within the Agency and Inter-Agency and external partners to ensure the real estate deals and projects complement DHCD's goals and strategies.

    Ability to understand housing markets and the impact on property acquisition and disposition.
    Ability to organize, track and process many projects and varying timelines.
    Ability to interpret and apply a variety of laws, rules, regulations, standards, and procedures.
    Ability to plan, organize and direct the work of others.
    Ability to research and analyze complex challenges and offer solutions.

    Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.

    Ability to establish and maintain effective working relationships with city officials, community, and business groups.

    Knowledge of the principles and practices of real estate development & transactions and land planning, including review of pro-formas and financing packages.

    Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.
    Knowledge of the various social, civic, and other community organizations.
    Knowledge of modern office equipment including copiers, computers, calculators, scanners, etc.
    Proficient with Microsoft Office programs
