Enbridge is hiring a Safety Case & Governance Manager who has extensive experience in ensuring residual risk is ALARP.

The Manager will be responsible for ensuring risk controls are being applied consistently and effectively while measuring and reporting on Integrity Program defense-in-depth barriers.

The Manager will also support audits and assurance processes and develop and maintain a QA process to ensure that the appropriate controls and integrity processes are in place and being consistently and effectively implemented across the Integrity Program to achieve safe, reliable, efficient, and environmentally responsible operations in compliance with IMS.


Here's what you will do:

  • Oversee the development and technical reviews of Safety Cases, engineering assessments, operational change assessments and selfassurance audits for pipeline, facility, and storage assets.
  • Oversee the development and implementation of the GTM Integrated Management System Hazard Identification and Inventory process for Barrier Management.
  • Manage the establishment and maintenance of the Integrity Management System components in the Integrity Program, ensuring process audits, change management, preventive and corrective actions and departmental performance metrics are efficiently and effectively managed.
  • Ensure the Integrity Program is continually improving in the categories of people, process, and technology.
  • Champion the advocacy strategy for the Integrity Program, advocating to achieve acceptance of integrity processes and performance.
  • Plan and oversee compliancerelated events, external regulatory audits and responses to information requests.
  • Provide and drive focused leadership, advanced technical expertise and stakeholder support in the development, implementation, and execution of highlevel processes and procedures which directly contribute to the continual improvement of Safety Case regime and the Integrity Program selfassurance process.
  • Ensure the effective implementation of IMS processes in the Integrity Program. Drive the development of meaningful metrics for the Integrity Program functional teams.
  • Review and communicate recommendations to department and senior management to inform assetspecific integrity management strategy.
  • Establish and maintain the processes and records associated with Safety Case assessments and Integrity Program selfassessment reviews, including related recommendations and reports.
  • Support the discussions with various external stakeholders in support of projects or ongoing operations to demonstrate the safety of our system.

Who you are:

You have:

  • A Bachelor's degree in Engineering (minimum) with a minimum of 10 years of progressive and diverse pipeline, facility, and storage industry experience.
  • Safety and engineering knowledge of pipelines systems and/or facilities/storage systems.
  • Knowledge of the science, tools, and strategies used in pipeline and\or facility integrity management.
  • Knowledge of the techniques and methods used to determine and analyze safety issues of importance and to make a judgement on the safety of a system (e.g., HAZOPS, risk assessments, safety case).
  • Very good attention to details.
  • Strong interpersonal, organizational and communication skills.

You can:

  • Demonstrate understanding of the principles and concepts of safety and safety management applicable to pipelines and\or facilities (e.g., criteria for accepting risk).
  • Demonstrate ability to make judgement, without being inappropriately influenced.
  • Demonstrate strong interpersonal skills and be more than capable of working within a team or autonomously.
  • Demonstrate excellent communication skills with welldeveloped written and verbal group presentation capabilities.

Preferred Assets:

  • An applicable post graduate degree.
  • Experience working within a Safety Case regime.
  • Experience with assurance/audit processes.
  • Experience of chairing and contributing to HAZOP and HAZID studies.
  • Knowledge and experience implementing Barrier Management.
  • Knowledge of fault/reliability assessment processes and methodologies, specifically FMEA process and FTA, and the principles of SIL assessment.
  • Strong understanding in the field of reliability, integrity, statistics, and mathematical modeling.
  • Leadership skills including strategy, mentoring, communication, project management, consultant management.
  • Proven ability to initiate and manage change, be innovative, problem solve, and think strategically.
  • Experience of working on a pipeline / facility in some capacity and to be familiar with the safety and quality standards that are expected.
