    The Procurement Manager II will be within the Division of Procurement Services in Central Office Administration - Finance & Operations (F&O) and will report to the Procurement Director. This person will serve as Procurement Compliance Coordinator for the agency. As the Procurement Compliance Coordinator, you will review procurement documentation created by staff. Your expertise will ensure accuracy, consistency, and adherence to the SC Consolidated Procurement Code and agency policies. You will coordinate audits, offer recommendations to management, and take necessary actions on unauthorized procurements. Additionally, you'll oversee special projects, develop solicitation documents, contracts, and purchase orders, and provide essential guidance to both centralized and decentralized staff. Responsibilities of the position will include:

    Reviews procurement documentation created by procurement staff to ensure accuracy and consistency, maintaining compliance with the SC Consolidated Procurement Code and agency policies. Coordinates audits of procurement activities and provides recommendations to management. Performs necessary actions on any unauthorized procurements that are identified. Oversees special projects as assigned.

    Acts as a seasoned procurement consultant for various regions and programs, offering guidance on specifications, policy, SCEIS issues, and related procurement matters. Develops solicitation documents, contracts, and purchase orders in accordance with agency processes.

    Plans, coordinates, and oversees procurement operations within the Bureau of Business Management, ensuring adherence to applicable policies, rules, and regulations. Assumes leadership responsibilities in the absence of the Procurement Director.

    Designs and executes a comprehensive training program for agency staff on purchasing procedures, including certification training and periodic updates. Provides ongoing guidance and updates on procurement matters to decentralized staff.

    Oversees state-required quarterly reporting. Acts as primary approver for direct payment requests.
    Minimum and Additional Requirements

    Bachelor's degree in business, accounting, finance, or closely related field and at least eight (8) years of experience in government procurement.

    Candidates without a bachelor's degree may be considered if they have at least ten (10) or more years of experience in government procurement.

    Candidates must have experience developing and managing complex procurements and solicitations.
    Preferred Qualifications

    Knowledge of SCEIS SRM. Proficiency in MS Word and Excel. Thorough knowledge of the South Carolina (SC) Consolidated Procurement Code. Must have good communication and writing skills. Possess either Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or NIGP Certified Procurement Professional (NIGP-CPP) certification. Extensive knowledge of and at least two (2) years of experience with the S.C. Enterprise Information System (SCEIS) Purchasing module (SRM).

    This position is part of the South Carolina Department of Environmental Control's Bureau of Business Management, Procurement. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
