    Director, Data Strategy and Operations

    Responsible for the enterprise data strategy and overseeing all related data operations to effectively serve business needs. The Director, Data Strategy and Operations is charged with the development, implementation, and coordination of cloud-based architecture, data model design, data integrity, governance, risk management, and compliance for Delta Dental of Massachusetts. In partnership with the CISO, the Director, Data Strategy and Operations will provide direction and guidance to maintain the integrity and safety of the organization's data assets. This includes infrastructure, third-party data integration, as well as patient, provider and health care claim data.

    Job Responsibilities

    Enterprise Data Strategy and Operations

    • Define the enterprise data strategy to include the management, storage, analysis, and use of data to achieve business goals through current and future technologies and methods.
    • Institute an enterprise data operating model that is consistent with the capabilities and competencies required to execute the data strategy.
    • Lead the development and maintenance of the organization's information architecture, including a roadmap for its future development and technology platforms.
    • Develop, implement, and maintain policies, procedures and best practices for the collection and use of data.
    • Define the organization's data architecture, including data models, data storage, and data integration methods. Ensure scalability and flexibility to accommodate evolving data needs.
    • Implement processes for data quality assessment, validation, cleansing, and enrichment to maintain high data accuracy and reliability.
    • Develop data governance strategies in partnership with the CISO.
    • Understanding of compliance with relevant data privacy regulations and other similar regulations.
    • Define the stages of data from creation to archival or deletion. Establish policies for data retention and disposal.
    • Determine how data from various sources will be collected, transformed, and loaded into the data ecosystem. Where possible, ensure seamless data flow across the organization.
    • Implement master data management concepts (MDM) practices to maintain a single, authoritative source of data to avoid duplication and inconsistency.
    • Promote collaboration and data sharing across departments and teams to maximize the value of data assets.

    Increase the Availability, Quality, and Use of Data in Decision Making

    • Foster a data-driven culture within the organization.
    • Facilitate timely access to data that advances the enterprise's mission and ensures organizational effectiveness.
    • Enable data access for business users through self-service analytics tools and platforms, while ensuring proper data governance controls.
    • Maintain comprehensive documentation and metadata for all data assets.

    Establish & Lead an Enterprise Data Governance Program

    • Establish and lead enterprise level governance policy and compliance.
    • Ensure best practices around ethics and equity are embedded at every stage of the data lifecycle from collection, storage, sharing, and use.
    • Define, manage, and advance enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security and privacy, and corporate risk and compliance offices.
    • Facilitate compliance with applicable regulatory laws and guidelines.

    Collaborate and lead across the enterprise

    • Collaborate with Delta Dental Plan Association and other Delta Dental member companies on developing national data models, promoting effective and efficient processes for data sharing, and leveraging established member company data models and dashboards.
    • Engage with internal departments and stakeholders across the enterprise to communicate the importance of data, analytics, and internal data sharing for better services and decision-making.
    • Lead, coach and mentor data team and users across the organization.
    • Engage with data team and users to ensure awareness of available data, solicit feedback on data quality and obtain new ideas for future data releases.
    • Give presentations, lead, and facilitate group meetings, and be comfortable speaking up as a leader in group settings.

    Experience, Qualifications, Knowledge, Skills

    Technology and Operations

    • Minimum of 8 years in a focused leadership role over enterprise-level Data Strategy/Operations/Analytics.
    • Minimum of 3 years building analytics, metrics, scorecards, and data visualization tools using modern visualization tools like Sigma, PowerBI, Tableau, etc.
    • Expert level understanding of MDM, data housing, and integration concepts.
    • Experience leading major data management programs for a large-scale organization with multiple lines of business.
    • Experience with leading modern cloud data technologies like Snowflake on Azure, AWS, etc.
    • Experience in integrating complex, enterprise processes and information strategies, as well as designing strategic metrics and scorecards.
    • Experience in information strategy, including strategic technology planning, policy development and maintenance.
    • Experience in operationalizing data governance and data quality.
    • Experience in data regulation including PHI, PCI, PII and other relevant standards.
    • Demonstrated experience building and improving user engagement and usage of data platforms. This includes owning, promoting, and improving data programs and increasing the data available while ensuring the protection of sensitive data.
    • Experience in integrating complex, cross-organizational processes, and data strategies.

    • A proven, successful, and established leader who empowers, hires, retains, and mentors a diverse organization with the ability to inspire and build high functioning teams.
    • Demonstrated success and recognition as a data leader for an organization of substantial scale and complexity.
    • Demonstrated success as the Director of Data Strategy and Operations (or equivalent) for an organization with a similar technology footprint and organizational business structure.
    • Ability to inspire investment from executive leadership as well as the broader population of employees to ensure active participation and championing of key initiatives.
    • High EQ with the ability to show sensitivity and understanding in situations where agencies may have discomfort in the sharing of data – the goal being to work towards collective problem solution while maintaining the enterprise-level data strategy.
    • Proven ability to face challenges directly and transparently, making decisions in a timely manner while building consensus and driving towards completion of initiatives. Willingness to raise issues before they become serious agency relationship problems.
    • Proven experience collaborating with stakeholders across the organization to build alignment to a cohesive security strategy.
    • Ability to explain perceived complexity in easy-to-understand terms.
    • A creative problem solver.
    • Strong verbal and written communication skills, especially in the areas of presentation and interaction with people at all levels across the organization.
    • Strong leadership and partner communication skills.

    • A thought leader who is open to learning about, and investing in, current and emerging technologies in the field of data (cloud, AI, Data transformation, etc.).
    • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
    • The ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT, and stakeholders.
    • Experience in strategic technology planning and execution, and policy development and maintenance.
    • Outstanding analytical and problem-solving abilities.
    • Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
    • Experience developing frameworks for information and analytics governance, as well as to sell and embed it in all levels of the business.
    • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists. The candidate should be able to "sell" ideas and processes internally at all levels.
    • Proven record of effective leadership, including the ability to balance team and individual responsibilities, build teams and consensus, get things done through others not directly under his/her supervision, and work ethically and with integrity.
