    Performs highly advanced and complex transportation engineering work in alternative project delivery (design-build) to include functional areas such as planning, project development, pre-procurement, design and traffic operations in support of Alternative Delivery Projects.

    Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities.
    Reviews and performs quality management of pre-procurement reference information documents for alternative delivery projects

    Assists in planning and engineering support and review of design schematics, drawings, reports and performance specifications for districts in the early stages of project development of Alternative Delivery projects.

    Participates in engineering discussions on project scope and risk allocation
    Assists in engineering discussions over scope of work, risk allocation and design-build specifications for alternative delivery projects.
    Assists in the review and disposition of qualification and proposal documents to assure compliance with contract terms
    Assists in reviews and revisions to cost estimates for Major Projects to include identification of risks,
    Assists in the management of the Cost Estimating Review Workshop (CER), risk register reviews, Initial Financial Plans (IFP) and Project
    Management Plan preparation and review for the Alternative Delivery Program
    Assists in the creation of procurement schedules, QC checklist, guides in and templates for the Alternative Delivery Program
    Develops and presents training and presentations
    Reviews consultants' progress and work quality and provides comments
    Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
    Performs other job responsibilities as assigned.
    Develops methods to assist in promoting and prioritizing potential alternative delivery projects.

    Oversees and directs procedural improvements in all areas of the alternative delivery program including administration procedures, project management and contracting methodologies.

    Manages engineering discussions over scope of work, risk allocation and design-build specifications for alternative delivery projects.
    Leads the review and disposition of qualification and proposal documents to assure compliance with contract terms
    Leads the review and analysis of alternative technical concept documents to assure compliance with contract terms

    Provides planning and engineering support and review of design schematics, drawings, reports and performance specifications for districts in the early stages of project development of Alternative Delivery projects.

    Develops, reviews and maintains cost estimates for Major Projects to include identification of risks
    Manages the Cost Estimating Review Workshop (CER), risk register reviews, Initial Financial Plans (IFP) and Project Management Plan preparation and review for the Alternative Delivery Program
    Manages the development of procurement schedules, QC checklists, guides and templates for the Alternative Delivery Program
    Develops and presents training courses and/or materials.
    Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

    Minimum Qualifications:
    Education :

    Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.


    Experience :
    6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

    *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
