    Position Summary

    The Program Director IV serves as the Director of Implementation and Strategic Initiatives at the Bridge Center, a program of the Public Health Institute. The Director is responsible for the overall management and coordination of the Bridge Center, under the day-to-day supervision of the Principal Investigators on the Bridge Center Executive Leadership Team. The Director's responsibilities include oversight of personnel, awards, agreements, and budget management; strategic planning and oversight of work activities; coordination of award PIs within the Bridge Center and development and partnership activities.

    The Director implements and drives strategic initiatives and supports the development of long-term growth plans and funding goals. The position directs and oversees the program's strategic and long-range goal planning functions, with responsibility for overseeing organizational reviews, communicating results to the Executive Leadership Team and staff, and developing strategies based on organizational reviews. The Director analyzes and recommends emerging industry trends, expansion opportunities, competitive threats, viability of outside business partners, funding sources, internal business performance and business process improvement.

    The Director reports to PHI's Chief Programs, Policy, and Government Relations Officer. Day to day supervision and direction is provided by the Bridge Center Executive Leadership team. In order to carry out the functions of their role, the Director shall be credentialed as a PHI Principal Investigator.

    This is a regular full-time position.

    Full salary range for this position: $171,079 to $269,792 per year. The typical hiring range for this position is from $171,079 (minimum) to $220,436 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.

    Essential Duties & Responsibilities

    Management of the Bridge Center PIs/Clinical Directors

    • Work with PIs/Clinical Directors on long-term vision, strategic planning, policy, and partnerships.
    • Work with the program's senior executive leadership to define, structure launch, and drive strategic and operational initiatives.
    • Facilitate meetings with PIs and create processes for them to provide input, share information, make decisions, and coordinate activities with staff.
    • Oversee production and distribute meeting agendas, presentations, thorough meeting notes and follow up on action items to resolution.
    • Identify and coordinate with organizational development consultants.
    • Collaborate closely with stakeholders across the Bridge Center to get work done.

    Leadership and Staff Management

    • Lead multiple cross-functional teams charged with implementing project objectives in addition to meeting project deadlines.
    • Work with Senior Directors/Executive Leadership Team to develop and maintain the Bridge Center Strategic Plan.
    • Set annual goals with PIs and operationalize them in team workplans.
    • Work with Chief of Staff to create structures for staff management including meeting schedules and agendas, performance review processes, hiring tools and practices, operational tools and procedures.
    • Define roles for teams and team leads and ensure that they are clearly communicated and teams coordinate with each other.
    • Implementation of staff development opportunities ensuring alignment with organizational goals.
    • Maintain effective systems for regular constructive feedback to support individual professional growth of team members.

    Development

    • Oversee submission of proposals with Bid and Proposal department; write/edit proposals, coach staff on proposal writing skills.
    • Support COS and finance manager to work with other PIs to submit proposals.
    • Maintain relationships with primary funders in DHCS and CDPH.
    • Identify new opportunities for funding.

    Communications

    • Identify opportunities to strengthen communications to advance annual or strategic goals.
    • Ensure that the program has a strong infrastructure for communications such as website, regular newsletter, blog, and eblast practices.
    • Maintain systems for the communications team to coordinate with all projects/departments under the Bridge Center.
    • Work with the Communications Director to keep a stable pool of consultants to handle excess workload or functions outside of staff capacity.
    • Provide high level quality assurance of communications products to ensure consistent and effective messaging.

    Programs (Clinical, Navigator, EMS, Access Bridge, EDSP)

    • Ensure that all programs have appropriate staffing and support, including clinical leadership from PIs or consultants.
    • Oversee program work and senior program leads to ensure quality, accuracy, and timeliness.
    • Support the management of clinical consultants and part-time staff who provide support to hospitals in the field.
    • Oversee processes for developing and disseminating trainings and materials.
    • Provide leadership and direct staffing for new projects, as needed, prior to securing funding/staff.

    Policy and External Relations

    • Build relationships with policymakers and allies.
    • Stay abreast of healthcare policy to evaluate opportunities for the Bridge Center.
    • Identify and oversee the work of policy consultants.
    • Create and implement processes for taking policy positions in compliance with PHI guidelines.

    Data/Evaluation

    • Ensure the data team has a strong infrastructure and adequate staffing to meet the needs of the programs and accomplish goals of the team.
    • Oversee development of Key Performance Indicators annually.
    • Stay informed about Bridge Center research activities with UCLA and coordinate this work with programmatic activities.

    Operations

    • Oversee performance on all awards and approve reports.
    • Assess and manage risks and issues. Ensure all risks/issues are brought to resolution in a timely and mutually agreeable manner.
    • Work with the operations team to ensure key projects are resourced and run successfully.
    • Work with COS to ensure that strong systems are in place for agreements, payments, award management, and office infrastructure.
    • Approve invoices on non-employee PI agreements.
    • Manage external vendors; engage and team with consulting firms as and when needed.
    • Resolve or provide guidance on challenging awards, agreements, vendors, and budgets.
    • Perform other duties as assigned.
    Minimum Qualifications
    • At least 15 years of related experience, including at least 10 years as a manager.
    • 6+ years of professional work experience in strategy or related fields; some high-growth operations experience is highly desired.
    • Master's degree in Public Health, Public Administration, or related field; or substitute with Bachelor's degree plus two additional years of related experience.

    • Experience in developing and managing operational budgets.
    • Strong skills in conceptualization, implementation, and integration of multiple strategies.
