    ASSISTANT SUPERINTENDENT FOR BUSINESS SERVICES

    Reports to Superintendent of Schools

    RESPONSIBLE FOR:
    Attendance/Enrollment
    Director of Maintenance
    Director of Food Service
    Data Processing Technology
    Department Purchasing Payroll
    Transportation


    MAJOR RESPONSIBILITIES:
    Serves as School Treasurer, Deputy Election Clerk and IMRF Agent.

    In the absence of the Superintendent, the Assistant Superintendent for Business Services has the responsibility to close schools for emergencies and inclement weather conditions.

    Supervises the financial affairs of the School District, including handling of all funds, accounting and reporting long-range planning. Prepares and administers the annual budget.


    DESCRIPTION OF POSITION:
    The Assistant Superintendent for Business Services is responsible to the Superintendent of Schools. This position has responsibility for construction projects, financial projects, plant maintenance, purchasing operations, and the school lunch program. He/she administers the total accounting system, payroll and budgeting operation for the school district.

    He/she works with the Assistant Superintendent for Human Resources in computing salaries, projecting staffing needs, and assists in salary negotiations.

    Oversees student and community use of buildings including the collections of rental fees and charges in accordance with Board Policy.


    He/she also serves as the Attendance Coordinator and is responsible for gathering, organizing, and reporting information from district attendance centers, the community and other sources which is necessary and helpful to the operation of the school district


    Specific attendance responsibilities include:
    1. Administers school district attendance accounting.
    2. Prepares annual State Aid Claim and other required state or federal reports which
    require attendance information. Supervises the work of assigned district personnel who
    are responsible for compiling attendance information.
    3. Works with Assistant Superintendent of Instructional Programs to maintain files on
    in-school and out-of-school suspensions, expulsions, dropouts, as well as students who
    have been placed in the Optional Education (S.A.L.T.) Program.





    PERFORMANCE RESPONSIBILITIES:

    1. Supervises the financial affairs of the district, including handling of all funds, accounting and reporting
    procedures and long-range planning.
    2. Prepares and administers the annual budget.
    3. Supervises the administration of purchasing, real estate, and insurance programs.
    4. Supervises the district's supporting services through the Directors of Maintenance and
    Food Service. In cooperation with First Student Transportation Services, is responsible
    for the transportation program of the School District.
    5. Supervises clerical personnel in the Business Office.
    6. Works to maintain effective district community relations and interprets the financial
    concerns of the district to the community.
    7. Serves as a financial advisor on any existing programs, new programs, or new program
    proposals in the district.
    8. Consults with Superintendent and other personnel on questions relating to the district's
    business affairs.
    9. Serves as Deputy Election Clerk and IMRF agent.
    10. Serves as School Treasurer for the School District.
    11. Performs internal auditing functions and takes action for effective cost control as
    needed.
    12. Presents the financial statements to the Board of Education and makes
    recommendations related to business and finance.
    13. Assumes financial control and reporting for the annual holiday tournament.
    14. Is responsible for the district's mainframe computer operations.
    15. Supervises bidding and purchasing of all supplies, materials, and equipment.
    16. Supervises storage and distribution of supplies and equipment.
    17. Supervises all business office personnel and assists in recruiting, screening, hiring,
    assigning, supervising, and evaluating personnel for positions in the offices under his
    jurisdiction.
    18.

    Coordinates negotiations for the following contracts:
    custodians, food service, and
    maintenance.
    19. Prepares financial reports as required by state and federal agencies having jurisdiction
    over public school funds.
    20. Writes handbooks on business procedures to be followed by business office personnel,
    building administrators, secretaries, and teachers.
    21. Compiles necessary statistical data for the preparation of the fiscal budget.
    22. Advises Superintendent on business and financial questions or
    additional duties as assigned.
    23. Administers school district attendance/enrollment accounting.
    25. Prepares annual State Aid Claim and other required state or federal reports which
    require attendance information.
    26. Completes any other tasks which may be assigned from time to time by the
    Superintendent.
    27. Maintains an accurate computerized inventory of all equipment and furniture in each
    school in the district.
    28. Actively participates in and abides by the school district's Employee Safety and Health
    program and all policies and work practices designed to promote a safe work
    environment. Accepts responsibility for safe conduct relating to all activities necessary to
    carry out functions of this position.

    Physical Ability:
