    Main Purpose of Job

    The coordinator of multilingual education programs supports the development and implementation of all\r
    Maryland initiatives related to multilingual and dual language education. This\r
    position will support Maryland State Department of Education's efforts in\r
    implementing the multiyear strategic plan and Blueprint for Maryland's Future.\r
    The coordinator of multilingual education programs will work towards ensuring that all students across the\r
    state, especially English learners, have access to and excel in best in class\r
    multilingual and dual language immersion initiatives designed to elevate and\r
    cultivate students' culture, language, and identities, and accelerate student\r
    achievement.\r

    The coordinator of multilingual education programs will manage the development and deployment of high-quality,\r
    research-based professional learning supports to Maryland's local education\r
    agencies and early childhood education providers to implement innovative school\r
    models, programs, and master schedules that support all students towards\r
    graduating college and career ready. The position will work closely with key\r
    stakeholders (i.e., institutions of higher education, nonprofits;\r
    community-based organizations; etc.) in the development and implementation of\r
    highly effective programs and initiatives. The coordinator of\r
    multilingual education programs will collaborate with\r
    diverse communities to implement and scale the recommendations of the Workgroup\r
    on English Learners in Public Schools for educating and supporting multilingual\r
    students and their families (i.e., developing and supporting teacher pipeline\r
    and quality initiatives to ensure high-quality learning environments for\r
    English learners; establishing two-way immersion programs; ensuring English\r
    learners have equitable access to college and career readiness pathways;\r
    operationalizing the use of high-quality assessment and reclassification\r
    policies and practices.\r

    POSITION DUTIES

    Coordinates the\r
    implementation of the vision, mission, and short- and long-term plans related\r
    to scaling high-quality multilingual education programs and initiatives across\r
    the state in alignment with Maryland State Department of Education's (MSDE)\r
    strategic plan and the Blueprint for Maryland's Future.\r
    \r
    \r
    Supports programs,\r
    initiatives, and policies that scale asset-based approaches for educating\r
    English learners and engaging their families.\r
    Collaborates with the�Supervisor\r
    of English Learners and Title III�to provide technical assistance and\r
    support�to local�education agencies regarding the requirements of\r
    Title III; the assessment of English Learners required by Federal and State\r
    laws and regulations; and the development of assessments (formative and\r
    summative) to align with curriculum and instruction.\r
    �Provides leadership, guidance, and\r
    technical assistance to local education agencies (LEAs) and early childhood\r
    education providers regarding the design and development of curriculum, data\r
    analysis, and the implementation of instructional programs, including best\r
    practices in sheltered instruction across content areas and structured literacy\r
    practices to accelerate reading outcomes for multilingual learners.\r
    Provides content expertise in the\r
    development of statewide rubrics for high-quality, content-rich and culturally\r
    responsive instructional materials in multilingual education in collaboration\r
    with MSDE Curriculum and Instruction staff.\r
    Collaborates with MSDE\r
    Teaching and Learning offices/divisions to align and deploy best in class\r
    professional learning and support experiences to LEAs, early childhood\r
    education providers, institutions of higher education, community-based\r
    organizations, and workgroups to evaluate primary and secondary education\r
    programs.\r
    Facilitates the alignment of\r
    instructional frameworks, resources, and practices to meet the needs of English\r
    learners from prekindergarten through 12th grade.\r
    Collaborates with the MSDE Divisions to implement\r
    high-quality assessments for English learners, implement training, and provide technical assistance.\r
    Builds leadership capacity at the\r
    state and local levels and presents data to\r
    assess program implementation, refinement and benchmark MSDE programs and initiatives against best-in-class\r
    national programs.\r
    Conducts year-round site visits and regularly communicates with\r
    LEAs and early childhood education providers to support continuous improvement\r
    and learning expectations including opportunities for increased engagement with\r
    multilingual families.\r

    MINIMUM QUALIFICATIONS

    \r
    Education:�A\r
    Master's Degree or the equivalent of 36 credit hours of post-baccalaureate\r
    coursework in Education or a related area from an accredited college or\r
    university.\r
    \r
    \r
    Experience:�Five (5) years of\r
    experience in managing and leading Literacy, Reading, English Language\r
    Development and/or related programs or administering multilingual development\r
    related programs in prekindergarten through 12 settings. One year of this\r
    experience must include supervising and/or coaching professional education\r
    staff.\r

    Candidates\r
    may substitute a bachelor's degree with 7 years of the specified content\r
    experience to satisfy the minimum qualifications noted above.\r
    Candidates\r
    may substitute the possession of a Doctorate degree from an accredited college\r
    or university in a field related to the position option for one year of the\r
    required experience.\r
    The\r
    required field of education and experience are unique for each option and are\r
    established by MSDE in accordance with Education Article, Section 2-104 of the\r
    Annotated Code of Maryland.� The specific\r
    education and experience qualifications for each position are on record in the Office\r
    of Human Resource Management.�\r
    Candidates\r
    may substitute U.S. Armed Forces military service experience as a commissioned\r
    officer in Education Program classifications or Education Program specialty\r
    codes in the Education field of work on a year-for-year basis for the required\r
    experience and education.\r

    One year of teaching experience in a Multilingual\r
    Education program.\r
