- Under the direction of the Managing Administrator of Indigent Defense Funding, organizes, compiles, reviews, & presents reports on data collected in Ohio Public Defender (OPD) Online (OPDO) & OPD Reimbursement (OPDR) database systems to provide meaningful statistical analysis & information.
- Identifies location of data within OPDO & OPDR that will answer a variety of questions from internal & external sources.
- Uses OPDO data to prepare monthly, annually, & ad hoc reports & conduct statistical analysis (e.g., regression, correlation, cluster analysis, classification, data quality, data mining, machine learning, data visualization).
- Conducts analysis on system cost, hours billed by appointed counsel, caseloads for public defender & appointed counsel, indigency, recoupment, & sentencing & utilizes this data for predictive modeling to scenario plan & forecast the financial outcomes of current & future changes within indigent defense system.
- Writes complex SQL queries to extract relevant data from regional databases to answer questions from internal & external sources.
- Develops & executes Python scripts to automate data retrieval from databases. Cleans &/or manipulates data using SQL &/or Python for accuracy & analysis. Communicates complex & unstructured data & research.
- Formats & exports extracted data into well-organized Excel spreadsheets using Python libraries.
- Designs & develops insightful Tableau storyboards to effectively communicate data insights. Creates graphs, charts, & other visual mediums to represent data in an accessible manner.
- G athers, organizes, & develops annual reimbursement reports statutorily required (e.g., Ohio Revised Code (ORC .
- Works in collaboration with OPDR & Fiscal Services Department teams to compile data from relevant databases on a monthly basis.
- Develops plans & procedures for indigent defense data collection & indigent defense policy in Ohio.
- Drafts a report that addresses all statutorily required data points. Works with OPDR team to ensure report is accurate & complete. Publishes a draft each month & a final report annually.
- Works with agency Reimbursement team, OPD Online team, Fiscal team, & Policy & Outreach Division on planning & procedures related to Indigent Defense Data & Indigent Defense Policy in Ohio.
- Works with Reimbursement team to develop reports for audits.
- Leads or participates as a member of project teams in data analysis.
- Conducts predictive modeling to scenario plan & forecast the financial outcomes of changes in indigent defense program policy & processes.
- Provides analytical support to OPD Reimbursement Program Administrator, OPD Online Program Administrator, Legislative Policy Manager, & other leaders.
- Maintains & develops considerable knowledge of Ohio's Indigent Defense Reimbursement & Indigent Defense Systems & databases.
- Collaborates with stakeholders to understand data analysis & indigent defense questions.
- Helps create graphical presentations (i.e., Tableau reports) of data & spreadsheets to communicate with the Legislature & other stakeholders.
- Performs other duties as assigned.
- Stays up to date on industry best practices for data analysis & data visualization tools.
- Participates in & conducts audits of varying nature.
- Collaborates with internal & external parties.
- Contributes to inter-departmental & agency initiatives.

About the Position and What You'll Do:
The Data Analytics Specialist will join our Policy & Outreach Division (P&O), which serves as the main point of contact for county indigent defense systems, oversees reimbursement to the counties, and is responsible for the agency's work with the media, social media, legislation, administrative policy, and overall agency outreach. You will report to the Managing Administrator of Indigent Defense Funding and will work both independently and collaboratively with members of the P&O Division, the Management Information Services (MIS) Department, and partners across OPD to identify data trends and relationships, recommend actionable business solutions, and provide insights impacting agency goals and objectives pertaining to indigent defense in Ohio.
You will act as the agency expert for analyzing and reporting indigent defense system data, assisting the agency in identifying trends (e.g. caseloads, system costs), and future projections (e.g., how changes to the indigent defense system may impact budgets/caseloads). You will also engage in special projects to aid in justice system review and reform, provide consultation and organizational support to agency teams, prepare and organize data for analysis, and present meaningful statistical and narrative reports.
This role combines technical expertise in SQL and Python, with the ability to translate data insights into clear and compelling visualizations using Tableau. You will play a crucial role in bridging the gap between raw data and actionable knowledge. The successful Data Analytics Specialist candidate will be passionate about: organizing and analyzing large sets of data, producing accurate and engaging reports, effectively communicating and explaining complex sets of data, and collaborating with other team members to explore and mobilize data. A successful candidate should also be creative, able to develop new processes, and comfortable with navigating unexplored data sets.

This position is assigned to the State of Ohio's OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.55 per hour) associated with this position. These ranges provide a standardized pathway for pay increases: with continued employment, new hires move to the next step in the range after 6 months and annually thereafter. The State of Ohio typically has Cost of Living Adjustments that increase wages in these ranges each fiscal year. In the event a candidate demonstrates exceptional qualifications above minimum, they may qualify for a starting salary above step 1.
