    The Massachusetts Department of Public Health, Bureau of Community Health and Prevention, Division of Child/Adolescent Health and Reproductive Health, is seeking a Sexual Health and Youth Development Program Coordinator to support the Office of Sexual Health and Youth Development.

    A primary goal of the Division of Child/Adolescent Health and Reproductive Health is to improve access to care and health outcomes for youth by providing sexual health education informed by racial justice, health equity, reproductive justice, evidence-based practice, positive youth development, trauma-informed care, and sustainability principles.


    The Division and the Office of Sexual Health and Youth Development teams acknowledge the history and persistence of structural racism in the United States and its impact on health.

    We are committed to improving the quality of life for all Commonwealth residents while eliminating the inequities that threaten the lives of communities of color who are disproportionately affected by unintended pregnancies, sexually transmitted infections, and limited access to sexual and reproductive health services.

    The Sexual Health and Youth Development Program Coordinator will work in partnership with the Office of Sexual Health and Youth Development team to actively apply this framework to all aspects of their work.

    The Sexual Health and Youth Development Program Coordinator is expected to participate in racial equity training for both personal and professional development, demonstrate and foster personal and professional growth in racial justice work, and use a racial equity lens in program implementation and support programmatic decisions.

    Duties and Responsibilities (these duties are a general summary and are not all inclusive):

    Monitor performance of funded agencies and contracted vendors in accordance with contractual obligations.
    Monitor and adhere to federal contract obligations and parameters for program fidelity.

    Maintain a mastery of program-relevant information on sexual health and youth development and positive youth development frameworks using the most current best practice literature and resources.

    Oversee several adolescent sexuality education and youth development programs that utilize evidence-based models in Massachusetts communities with higher rates of teen birth and poor sexual health outcomes and maintain collaborations with other team members to ensure alignment and service maximization.

    Make recommendations for changes in program procedures, guidelines, and methods of accomplishing goals and objectives within the boundaries of the grant requirement.

    Monitor performance of adolescent sexuality education and youth development programs through monthly reports, evaluation reports and site visits.
    Oversee contract budgets, spending patterns, and approval processes for amendments and line-item adjustments as programmatically and fiscally appropriate.

    Work with the program Epidemiologist to ensure timely programmatic implementation and data collection of evaluation tools and delivery of internal and external evaluation reports.

    Participate in proposal writing, reviews, maintain records, prepare reports, and attend all designated agency and bureau meetings.

    Work collaboratively with other programs in the Office of Sexual Health and Youth Development to encourage collaboration among programs and enhance outcomes for youth in the Commonwealth.

    Supervise interns as necessary.


    Required Qualifications:
    Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
    Able to follow written and oral instructions.
    Knowledge of or experience with strategic planning or other priority setting processes.
    Capacity to communicate effectively in oral expression.
    Ability to adjust to varying or changing situations to meet emergency or changing program requirements.


    Preferred Qualifications:


    Knowledge of youth development, cross-cultural competency, program evaluation, adolescent reproductive health and teen pregnancy prevention approaches and experience in other related public health and social service areas.

    Excellent interpersonal skills.
    Contract management experience.
    Knowledge and skill in providing training and technical assistance to partner agencies to support program sustainability.
    Experience in and/or a strong understanding of adolescent sexuality education programming and best practices.
    Competence with Word, Excel, Teams, and PowerPoint.

    • Decrease the incidence of sexually transmitted infections (STIs)
    • Increase the sustainability of delivery networks serving youth and other vulnerable populations.
    • Increase protective factors for young people using a positive youth development lens.

    MINIMUM ENTRANCE REQUIREMENTS:


    Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.


    Substitutions:
    I.

    A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

    II.

    A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.

    III.

    A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

    Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
